Title: 00799 - Capital Procurement Manager State Role Title: Procurement Officer III Hiring Range: $71,093 - $80,000 Pay Band: 6 Agency: Norfolk State University Location: Norfolk State University Agency Website: WWW.NSU.EDU Recruitment Type: General Public - G Job Duties Reports to the Facilities Management Senior Accountant and primary duties are serving as the contracting procurement officer for Facilities Management construction. To support the Facilities Management operations at NSU in its procurement functions through development and solicitation of contracts using the IFB and RFP processes as defined in the CPSM,serve as the agency VCCO, develops and trains in policies, and serves as the contract administrator on NSU contracts for construction. Attend project meetings with the Project Managerto assure all contractual obligations are being met and the terms of the contract are being adhered to. Work with the Project Manageron all noncompliance issues with the contract and resolve within the designated timeframes. Maintain all contract records in accordance to established APA standards and the NSU Internal records retention policies. Provide statewide support for statewide contracts Inclusive of telephone support for public bodies on the useof the contracts. Provide training on contracts and how the contracts are to be used, especially for time and material and general construction contracts. Provide training for statewide contracts and work with DEB on statewide training for the CPSM and VCCO. Develop SWAMoutreach programs and workshops, work with otherstate agencies, such as DBA and DMBE on developing SWAM contracts for construction and facllities opportunities. Minimum Qualifications 1. VCO / VCCO certification. 2. Valid Driver's License required. Experience tn writing IFBs and RFPs and contract administration of contracts. 3. Working knowledgeof time and material procurements and contracts. 4. Working knowledge in the use of computer-based purchasing systems. 5. Considerable knowledge of agency cost codes, account codes and accounting practices. 6. Extensive knowledge of the Construction and Professional Service Manual and Bureau of Capital Outlay process. 7. Extensive knowledge of construction principles and practices, ability to read design documents and specifications. 8. Considerable knowledge in the developmentof policies and training in same. Additional Considerations 1. Professional certification (VCCO) certifications preferred. A VCO will be considered, however, VCCO certification will be required within 2 years from the date of hire. 2. Education in engineering and/or architecture preferred and/or experience in construction and facilities needs demonstrating the required KSAs. 3. If the University sponsors the employee to receive their VCCO certification, the employee will be required to maintain employment with the University for one (1) year after receiving thelr certification, If not,the employee will be required to reimburse the University for the cost of all certification exam, training, travel and other related expenses.
