The Position The County of Santa Barbara is currently implementing Workday as the County's new Enterprise Resource Planning (ERP) solution and we are recruiting to fill one (1) full-time position in Santa Barbara, CA. The working title for this role is IT Security Analyst and the payroll tile (i.e. job classification title) is EDP Systems & Programming Analyst, Senior. This position is responsible for establishing and maintaining security policies and end user access to our Workday system with the overall goal of enforcing the company's security policies and protecting the integrity and confidentiality of the company's and our employee's information. Additionally, this role will be part of a team of Workday functional and technical subject matter experts (Workday Support Organization) and will help provide configuration, testing and other support of the Workday Financial and HCM modules. Examples of Duties * Responsible for (1) business process, functional, and security configurations, (2) setups and changes to Workday production tenant to ensure compliance with information security and compliance policies across the organization * Works directly with functional and technical teams to configure Workday in accordance with best practices * Assesses the impact of business process, functional, and/or security configuration changes/ migrations on Workday business processes, access, permissions and integrations * Provides consistent and clear communications between all security stakeholders * Performs security impact analysis due to change requests or Workday upgrades * Maintains a close audit/vigil of all security nuances and ensure that the production tenant is safe, stable and compliant from all permissions, privileges and access controls perspective * Handles incident tickets and change requests in accordance with change management, change control and incident management policies, protocols and SLAs * Provides expert advice and security related consultancy to leadership as needed * Troubleshoots break/fix issues and coordinate resolution with relevant stakeholders * Performs related duties as assigned. Employment Standards * Completion of 24 quarter/18 semester units of college-level courses in the principles and methods of systems analysis, systems design, computer program design, computer programming using a language utilized by the hiring department, and information system technology; and four years of increasingly responsible applications analysis experience for the type of business application and computer environments used by the hiring department; or, * Two years of experience as an EDP Systems and Programming Analyst II with Santa Barbara County for the type of business application and computer environments used by the hiring department; or, * A combination of training, education, and experience that is equivalent to one of the employment standards listed above and that provides the required knowledge and abilities. Knowledge of: Principles and methods used in analysis and development of data processing applications; principles of systems and procedures analysis; uses and limitations of data processing applications; principles of information entry, storage, and retrieval; programming languages applicable to systems in use; current developments in data processing; operating capabilities of common hardware configurations; principles and techniques of computer programming; basic math to develop simple equations in programming applications and to estimate costs of systems; and basic principles of electronic data communication; principles of project management. Ability to: define problems, collect and analyze data, validate conclusions, and make recommendations; modify and write programs for efficient applications; write instructions and procedures; write systems and programming documentation; prepare clear and concise memos and written reports; identify and take corrective actions to solve problems in programs and production systems; communicate on technical issues with individuals with varying degrees of computer familiarity; apply advanced programming languages and programming tools; establish and maintain effective working relationships with users and others contacted in the course of work; read and interpret technical instructions used for such tasks as coding and operating systems; organize work and set priorities to meet deadlines; work within prescribed time constraints; develop data processing systems for efficient operations; plan, coordinate, and initiate actions necessary to implement recommendations; and work independently with minimal supervision. Supplemental Information Selection Process * Review Application to determine applicants that meet the employment standards. * Supplemental Questionnaire Ranking: If there are more than 10 qualified candidates, the next step in the selection process will be a supplemental questionnaire ranking. Responses to the required supplemental questionnaire will be evaluated and scored. Candidates' final score and rank on the employment list will be determined by the supplemental questionnaire ranking. Candidates must receive a percentage score of at least 70 on the Supplemental Questionnaire Ranking to be placed on an employment list. An adjustment may be made to raw scores based on factors listed in Civil Service Rule VI. Those candidates who are successful in the selection process will have their names placed on the employment list for a minimum of three months. At the time the employment list is established, all candidates will receive written notice of their score on the exam(s), rank on the employment list, and exact duration of the employment list. Completion of a 12-month probationary period is required. Conditional Job Offer: Once a conditional offer of employment has been made, candidate will be required to successfully complete a background check, which includes a conviction history check, and satisfactory reference checks.
