What You Will Do: * Planning and speaking at outreach events hosted by ODOT, primarily for business owners doing work with ODOT. * Attending meetings and events locally (in a 23-county region in southwest Ohio). * Forming relationships with local organizations and partnering with them to hold joint outreach events. Official Position Description: Acts for administrator & regional District Deputy Directors (DDDs) in administering ODOT's Disadvantaged Business Enterprise (DBE) Minority Business Enterprise (MBE), Small Business Enterprise (SBE) & Encouraging Diversity, Growth, & Equity (EDGE) Programs in the Southwest Region. Plans, executes & initiates outreach efforts in assigned region & promotes certification & prequalification of firms in accordance with Code of Federal Regulations (CFR) 49, Part 26 (49 CRF 26). Plans, develops & implements policies & procedures for Regional DBE/MBE/SBE/EDGE Programs (e.g., certification & annual updates, Supportive Services & Mentor Protégé programs, ODOT Goal Methodology, Goal-Setting/Waiver for construction contracts, implementation of federal regulations regarding United Certification Program (UCP) & establishment of positive working relationships & effective communication with Federal Highway Administration (FHWA) & Federal Transit Administration (FTA). Meets with certified, newly certified & prospective DBE, MBE, SBE & EDGE firms to promote available services (e.g., for DBE program only: technical training, tuition reimbursement programs, & formal education courses) & discuss eligibility for prequalification to bid on highway construction & local public agency projects. Consults with the Administrators in the Division of Opportunity, Diversity, & Inclusion (ODI) &/or regional DDDs to resolve programmatic issues related to assigned programs as needed. Researches federal & state laws & regulations; meets with ODI Administrator & other district outreach program administrators to discuss/evaluate priorities & progress towards short & long-term goals. Makes recommendations & modifications to facilitate compliance to policies & procedures. Provides advice to ODI Administrators &/or regional DDDs concerning the DBE, MBE, SBE, & EDGE Programs. Analyzes & evaluates programmatic issues, & barriers affecting the program to identify solutions for report to Central Office. Analyzes, recommends, develops & implements changes to internal policies & procedures to ensure proper & efficient management practices are followed; assists in establishment of strategic operating plan & identification of short & long-term goals consistent with department's mission. Provides direction & transmits decisions & procedures regarding internal policies & procedures & enforces policies. Utilizes computer & related software (e.g., Microsoft Word) to prepare technical &/or confidential correspondence &/or reports (e. g., letters to firms regarding certification, contracting opportunities, & weekly staff reports). Coordinates regional outreach efforts for the DBE, MBE, SBE & EDGE Programs & works closely with districts within region & Central Office. Meets with both DBE, MBE, SBE & EDGE companies & prime contractors/consultants to find best practices around the region. Collaborates with regional partners/agencies/organizations to improve program & outreach (e. g., transit systems, airports, cities, counties, Urban League's, Chambers of Commerce, etc.). Coordinates meetings with regional DBE & SBE companies & prime contractors/consultants to improve communication about the program, identifies problems & solutions & to share information about the ODOT program. Meets with MBE & EDGE companies to assist in identifying opportunities at ODOT. Meets with other district outreach program administrators to share statewide best practices. Represents ODI at meetings/conference involving departmental personnel, federal, state & local governmental agencies, DBE firms, MBE firms, SBE firms, EDGE firms, consultants, contractors & general public regarding programmatic programs including DBE certifications, MBE certifications, SBE certification, EDGE certifications, Commercially Useful Function monitoring, DBE goals, Supportive Services, Mentor Protégé, UCP, etc. 5 yrs. trg. or 5 yrs. exp. in business administration, management or public administration. * Or completion of undergraduate core program in business administration, management or public administration; 36 mos. trg. or 36 mos. exp. in supervisory, administrative &/or managerial position. * Or completion of undergraduate core program for academic field of study commensurate with program area to be assigned per approved Position Description on File; 36 mos. trg. or 36 mos. exp. in supervisory, administrative, managerial &/or staff position involving planning, research &/or policy/procedure development. * Or 1 yr. exp. as Program Administrator 2, 63123. * Or equivalent of Minimum Class Qualifications For Employment noted above.
