Position Information TheDepartment of the Medical Examiner is hiring an Administrative Services Officer I, located in Honolulu. Under the general direction of the Medical Examiner and Deputy Medical Examiner, this position is a major management position of the department and is responsible for the majority of tasks related to budget, purchasing, fiscal, payroll, and human resources as well as departmental operation and facility management, temporary projects, relation to other departments or agencies, and employee-management relationship. Examples of duties include but are not limited to the following: * Directing and coordinating the fiscal management of the department, including the maintenance of accounts, review and processing of expenditures, budget formulation and presentation and preparation of financial reports; serves as the department's liaison with the Department of Budget and Fiscal Services for budget, purchasing, fiscal, and payroll time and attendance matters;manage contracts and service agreements. * Directing and coordinating the department's personnel management program, including recruitment, classification and pay, labor relations and worker's compensation, etc. * Identifying internal management needs and problems, analyzes and seeks solutions, and recommends remedial action. * Overall planning and programming activities for the department and serves as the liaison with staff and other operating agencies, City Council, and the public. * Other related administrative and managerial duties and responsibilities. Special Work Requirements: The work time is flexible, Monday-Friday; however, this position is required to work at other hours, including evening, night, weekends, and holidays when necessary. Minimum Qualification Requirements At time of application, you must be a citizen, national or permanent resident alien of the United States or a non-citizen eligible under federal law for unrestricted employment. EDUCATION REQUIREMENT: Equivalent to graduation from a regionally-accredited four-year college or university with a bachelor's degree in business or public administration or a related field. Education obtained outside of the United States must be comparable to a degree earned at a regionally-accredited college/university in the United States. In order to receive credit for the education, a foreign credential evaluation (FCE) must be provided. We also reserve the right to request further information about your academic program, evidence of comparability, or an original transcript. Verification Requirement:You must submit evidence of your education in order to be given credit. Substitution: Work experience may be substituted for the bachelor's degree on a year-for-year basis. Such experience must have provided the knowledge, skills, and analytical ability normally gained from attainment of a bachelor's degree. EXPERIENCE REQUIREMENT: Three (3) years of progressively responsible professional work experience in personnel management, budget analysis, or organization and management analysis, one of which shall have been in a government agency and comparable in scope and responsibility to that of a journey level worker with responsibility for carrying out the full range of assignments in the applicable functional area(s). NONQUALIFYING EXPERIENCE: Most work experience in a supervisory or managerial position includes some responsibility for personnel, budget and fiscal, or management analysis functions. However, if the primary responsibility of the position is not concerned with professional personnel management, budget analysis, or organization and management analysis work, such experience is not considered qualifying. Additionally, having the required number of years of experience will not in itself be accepted as qualifying for the position. Your overall experience must have been of such scope, level and responsibility as to conclusively demonstrate the ability to perform the duties of the position. EXAMPLES OF QUALIFYING EXPERIENCE: Human Resources Specialist V, Administrative Specialist III, Management Analyst V, Budget Analyst V, etc. LICENSE REQUIREMENT: Possession of an appropriate valid driver's license, as required.
