Successful completion of a two-year traineeship leads to appointment as a Senior Administrative Analyst, SG-18. NY HELPS Qualifications: This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified. Candidates interested in an appointment via NY HELPS must have a bachelor's degree or higher and successfully complete a two year traineeship which will lead to an appointment as a Senior Administrative Analyst, SG-18 Duties Description In support of the Department of Audit & Management Services, the incumbent will analyze and evaluate business processes for the NYS Thruway Authority; identify opportunities to improve operational and administrative activities/programs; provide project management for small to intermediate administrative initiatives; plan and develop and/or update systems, study of work problems, policies, procedures, forms, and related publications. May serve as lead analyst on less complicated projects or portions of larger scale projects. Specific duties may include, but not be limited to the following: * Work closely with departmental audit and investigative staff to analyze internal controls, site security, evaluation of processes, for identifying and addressing potential problems. * Conduct management and organizational studies to review and improve organizational performance. Evaluate and develop recommendations to improve program operations, efficiency, and effectiveness and security. * Conduct data and internal control analysis. * Review for compliance to procedure manuals, forms, and policy. * Perform additional duties, as necessary, in support of office operations and timely completion of Authority initiatives. * Travel will be required, some of which may be overnight. Sick Leave Incentive Plan - Employees who have not accumulated 165 sick days and have not used sick leave during the periods of January 1st to June 30th or July 1st to December 31st each year, may receive two days of pay for each six-month period. Employees who have a sick leave balance of 165 sick leave days, and continuously maintain that balance for each six-month period, may receive four days of pay for each six-month period. Employees with 20+ years of Authority/State service may receive up to an additional five days of vacation leave accruals annually. Vacation Exchange Program - Between November 15th. and December 31st of each year, employees who have previously earned and accrued vacation credits may elect to receive cash payments in lieu of the use of up to five days of such accrued vacation credits. Employees who maintain a 35-day vacation accrual balance in the pay period prior to submitting the election form may exchange an additional five days for a total exchange of 10 days of accrued vacation credits. Membership in the New York State and Local Retirement System, as well as optional enrollment in the NYS Deferred Compensation Plan. Tuition Assistance Program, which reimburses 90% of tuition costs for approved courses up to 21 credit hours per year. New York's 529 College Savings Program, which provides New York families with a tax-advantaged way to save for college. Longevity Pay - Employees with five years of satisfactory service at or above the maximum salary of their grade will be eligible to have salary advanced to the First Longevity, 10 years of satisfactory service will advance to the Second Longevity, and 15 years of satisfactory service will advance to the Third Longevity. Longevity pay has a positive impact on retirement. Employees are paid bi-weekly, with no lag time.
