The Human Resources Talent Acquisition team is looking for a professional, motivated, customer focused, technology savvy, self-starter Talent Acquisition Consultant/Senior Talent Acquisition Consultant  to join our team!    This new team member will under general supervision, perform a variety of routine and complex administrative, technical and professional work to assist with administration of the City's human resources programs. Work involves interpreting policies and regulations; providing information and assistance to employees and staff relating to the City's employment, training, benefit, compensation plans and wellness programs; leading projects related to the City's human resources program areas with concentration on Talent Acquisition. Exercises professional tact and courtesy in frequent contact with citizens, employees and management staff and employs initiative and independent judgment in completing assigned tasks.     To perform this job successfully, an individual must be able to perform the essential job functions satisfactorily.  Reasonable accommodations may be made to enable individuals with disabilities to perform the primary job functions herein described.  Since every duty associated with this position may not be described herein, employees may be required to perform duties not specifically spelled out in the job description, but which may be reasonably considered to be incidental in the performing of their duties just as though they were actually written out in this job description.  * Coordinates recruitment efforts utilizing the online Talent Management suite powered by NEOGOV for vacancies in all City Departments including review of all requisitions and posting of all positions on the same, and various special advertising outlets, as deemed appropriate.   * May assist individual departments and/or the Talent Acquisition team with various marketing/social media campaigns to attract qualified talent for all City positions. * Researches recruiting events such as job fairs and attends same. * Serves as technical resource to managers and applicants for NEOGOV programs . * Collaborates with hiring managers to review and develop interview questions. Serves on interview panels; ensures interviews are conducted in a fair and consistent manner.   * Participates in hiring decisions and ensures appropriate hiring-related forms are completed by the hiring department and returned to Human Resources.  * Requests information for criminal background check, driving record checks, CPS, and other associated background checks.   * Coordinates and schedules skills assessments testing appropriate for particular vacancy in collaboration with hiring managers.  * Serves as contact person for any inquiries regarding the hiring process for the hiring department.   * Screens applications for required credentials and experience as per position requirements.   * Ensures all city departments are operating according to the City's Recruitment and Selection Procedures at all times.   * Guides city departments in their selection-related activities to include maintenance of applicant data, participation in special selection activities, and adherence to all federal and state laws, departmental policies and procedures, and the City's Code.   * Manages applicant status notifications for current vacancies and tracks the record management of same. * Responds to inquiries by applicants regarding the current hiring process and vacant position requirements.   * Provides applicants with information regarding the status of positions in which they applied and reasons for non-selection for interview if applicable. * Assists in maintaining and troubleshoots HRIS/NEOGOV interface issues with posting job descriptions and tracking applicant status.    * May assist with employee relations issues. * Extends offers of employment on behalf of the City, schedules pre-employment drug & alcohol testing, schedules effective start date and coordinates receipt of required materials. * Creates, submits, and maintains a variety of reports and records using the human resources information system as assigned.   * Analyzes data to make recommendations and prepares data for review by executive leaders within the City. * Manages projects and associated tasks as assigned, including the development and implementation of special programs with a city-wide focus.   * Performs the duties and responsibilities of the Talent Acquisition Manager in their absence. * Markets NEOGOV training and development programs to appropriate population and performs related administrative tasks associated with coordination of programs. * Performs general/clerical tasks, which may include answering telephone calls, making copies, sending/receiving faxes, filing documentation, or processing incoming/outgoing mail. * May assist with orientation of seasonal employees.  * Attends meetings or functions on behalf of the Talent Acquisition Manager or other departmental staff. * Coordinates facilities, refreshments, prizes and marketing for various city events.  * Assists special events for and on behalf of the Human Resources Department. * Reviews departmental classification and compensation requests.  * Oversee position control within the current budget. * Performs other related work as required. * This position reports to the Talent Acquisition Manager. Senior Talent Acquisition Consultant * Leads special projects and assignments with a high degree of skill and expertise including identifying needed improvements in Human Resource processes; performs detailed studies and analyses; designs innovative approaches to meet City human resources needs, and assists with training and coordinating the work of others.  * Exercises independent judgment in assisting managers and employees with interpreting human resources regulations, policies and guidelines including Equal Employment Opportunity laws, Fair Labor Standards Act, Family Medical Leave Act, Americans with Disabilities Act, Uniformed Services Employment and Reemployment Rights Act; stays current on developments in the human resources field; assists with policy revisions, development and implementation. serves in a lead role providing sound coaching and counseling to other staff.  * Coordinates recruitment and employment activities by developing advertisement strategies, conducting job analysis, interview training, developing job descriptions, screening and evaluating applicant qualifications, developing and reviewing interview questions; participates on interview panels and attends career fairs, develops and maintains relationships with employment agencies, universities and other recruitment sources.  * Assists with conducting professional level compensation and classification reviews; performs job analyses; establishes job requirements and standards; develops job descriptions and determines the appropriate classification and placement of jobs.  * Reviews and processes a variety of personnel actions; reviews actions for conformance to law, policies, and standard procedures; identifies discrepancies and works with requesting departments to resolve problems or determine appropriate procedures; provides information and interpretation of policies to applicants, employees and managers. * Performs other duties by participating on special project teams, having the ability to serve as team facilitator, meeting with department directors to discuss organizational strategies, developing and conducting presentations and training, generating and processing employment requisitions, and conducting employee exit interviews.  * Coordinates recruitment and employment activities by developing advertisement strategies, conducting job analysis, interview training, developing job descriptions, screening and evaluating applicant qualifications, developing and reviewing interview questions; reviews actions for conformance to law, policies, and standard procedures; identifies discrepancies and works with requesting departments to resolve problems or determine appropriate procedures; provides information and interpretation of policies to applicants, employees and managers. * Performs other duties by participating on special project teams, having the ability to serve as team facilitator, meeting with department directors to discuss organizational strategies, developing and conducting presentations and training, generating and processing employment requisitions, and conducting employee exit interviews.  * Performs duties outlined in the Human Resources Generalist class specification and other duties as assigned. * May serve as a lead worker by assigning and monitoring the work of other lower level assigned staff Performs research, collects data, and performs basic analysis and interpretation of data related to assigned human resource function or program * Prepares and updates recurring and ad hoc reports * Responds to the more complex requests not resolved at a lower level * Reviews and provides recommendations for resolution of a variety of personnel issues and/or resolves discrepancies within area of assignment according to established processes and procedures * Adheres to, reviews and ensures compliance with applicable policies, processes and procedures; advises managers and employees on applicable policies  * Responds to employee inquiries providing general information and guidance related to pertinent policies and procedures * Coordinates and administers activities and processes of assigned program or function * Enters, updates/edits, and maintains data management human resource systems and program documentation  * Participates in the development of program/functional materials and/or training tools * Coordinates and creates payroll documents; researches and responds to issues and questions regarding payroll, human resource information system (HRIS), time and labor or employee pay issues;  * Runs queries to prepare compensation reports and reconciliation; reviews, approves and processes personnel action requests to ensure compliance; reviews and audits employee documentation and reports for data accuracy * Performs other duties as assigned Talent Acquisition Consultant  Bachelor's Degree in Human Resources or Business Administration and 2-3 years' experience in Human Resources field; or any equivalent combination of education, training and experience which provides the required knowledge, skills and abilities.    Strong emphasis in assigned area of Talent Acquisition, a Human Resources Certification, and NEOGOV experience preferred. Requires a valid driver's license. Salary Range $61,292 - $78,393 Senior Talent Acquisition Consultant Bachelor's Degree and a minimum 5 years' experience in the Human Resources field.      Holds and maintains a current designation which may include  PHR/SPHR;  SHRM-CP/SCP, IPMA-CP/SCP or other designation approved by the Director of Human Resources.  Salary Range $70,954 - $87,682 * Knowledge of the compensation and benefits offered by the City. Has knowledge of Federal, State, local laws, and rules.  * Knowledge of general office practices, methods, and procedures used by the City.  * Knowledge of the City's organization and operational policies and procedures. Has knowledge of basic accounting principles and procedures.  * Knowledge of ethical guidelines applicable to the position as outlined by professional standards and/or Federal, State, and local laws, rules, and regulations.  * Skilled in the use of common office equipment, including computer-driven word processing, spreadsheet, and file maintenance programs.  * Ability to prepare and maintain accurate records.  * Ability to make routine decisions independently in accordance with laws, regulations and City policies and procedures.  * Ability to analyze and interpret policy and procedural guidelines and to resolve problems and questions. * Ability to maintain a high level of productivity when faced with frequent interruptions.  * Ability to develop and modify work procedures, methods and processes to improve efficiency.  * Ability to exercise considerable tact and courtesy in frequent contact with the public.  * Ability to exercise tact and discretion in handling confidential personnel information.  * Ability to establish and maintain effective working relationships as necessitated by work assignments.  * Ability to compare and/or judge the readily observable, functional, structural, or composite characteristics (whether similar to or divergent from obvious standards) or data, people or things * Ability to speak and/or signal people to convey or exchange information; includes receiving instructions, assignments or directions from supervisor. * Ability to read a variety of correspondence, reports, insurance claims, personnel records, applications, procedure manuals, forms, etc. Requires the ability to prepare correspondence, reports, personnel records, schedules, insurance forms, logs, etc.   * Ability to speak to people with poise, voice control and confidence. * Ability to apply rational systems to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists; to interpret a variety of instructions furnished in written, oral, diagrammatic, or schedule form. * Ability to record and deliver information, to explain procedures, to follow oral and written instructions.  * Must be able to communicate effectively and efficiently in a variety of technical or professional languages, including personnel, legal, and insurance industry terminology. * Ability to utilize mathematical formulas; to add and subtract; multiply and divide; utilize decimals and percentages. * Ability to inspect items for proper length, width and shape. * Ability to deal with people beyond giving and receiving instructions.  Must be adaptable to performing under stress and when confronted with persons acting under stress.
