SUMMARY DESCRIPTION: The Phoenix International Rapid Rescue System (PIRRS) Assistant Project Manager will organize, supervise, and participate in fabrication, refurbishment, repair, and certification of the PIRRS, consisting of a rescue vehicle and associated support equipment. The APM is required to work in a team environment, handle assignments independently, and travel worldwide on an emergency call out basis. In addition, this person works safely in the facility (8 hours) and on ships at sea (12 hours or more) on a daily basis. The position is located in San Diego county, California and reports to the Project Manager, as necessary. CLASSIFICATION: Non-Exempt (hourly) DUTIES AND RESPONSIBILITIES: * Organizes and supervises the activities and schedules of all technicians in disassembly, repair, refurbishment, reassembly, fabrication, and certification of the PIRRS and associated support equipment, including, but not limited to, the rescue vehicle, control van, control systems, mating seats, transfer skirt, launch and recovery system (LARS), maintenance stand, umbilical, umbilical winch, cameras, and sonars. * Assists in the development and editing of operations, casualty/emergency, and maintenance procedures. * Develops qualification standards for PIRRS operators. * Assists in the development of mobilization and demobilization procedures, including rigging and lifting plans and aircraft loading plans. * Assists in the development of standards and specifications for suitable vessels from which PIRRS can safely operate. * Assists in Phoenix attainment and sustainment of NAVSEA Note 5000 certification for Deep Submergence System-Scope of Certification (DSS-SOC) design, fabrication, maintenance, and operations. * Assists the Project Manager as required. * Promotes and ensures compliance with Phoenix's safety programs, quality management system (QMS), and company policies, processes, and procedures. * Participates in the training of personnel. * Maintains logs, records, and documentation updates. JOB REQUIREMENTS: * Training and/or certification in operations, maintenance, and repair of tethered submarine rescue systems, including navigation, underwater cameras and lighting, integrated navigation systems, thrusters, and transfer skirt and hatch operations. * Four years of field experience, working with troubleshooting and modifying submarine rescue systems i.e., sonar, multiplex, telemetry (optical and electrical), fiber-optic, high voltage power generation/distribution, and control systems. * Four years of field experience, operating, maintaining, and repairing submarine rescue systems with subsystems such as sonar, optical fiber transmission, thruster motors, acoustic and inertial navigation and emergency beacons, computer control systems, underwater communications, underwater video/still cameras, pan/tilt assemblies, and lighting. * Detailed knowledge of quality assurance standards, including commercial classification society (DNV, Lloyd's, ABS) and U.S. Navy (SUBSAFE, DSS-SOC) requirements and certifications. * Working knowledge of computers and microprocessor units including experience in configuring, operating, and troubleshooting PCs. * A demonstrated ability to work effectively with all levels of operations and maintenance personnel and an extensive background as a team leader and project coordinator. * Thorough understanding and working knowledge of rigging techniques. * Understanding of the Phoenix safety management system and the safety objectives. * A current U.S. passport. * Ability to board vessels and willingness to travel to Phoenix and client facilities, as required. * Ability to travel worldwide, on short notice, for indefinite periods of time. * Ability to walk unassisted and carry 50 pounds. * Ability to see and/or hear equipment readouts and alarms. * Ability to obtain a U.S. Government security clearance. * Ability to pass a pre-employment drug/alcohol screen, physical, and background check, as required.
