We are an innately collaborative culture dedicated to talents and focused on results. The Deputy Finance Director is a key leadership position within the City of Centennial's Finance Department. The Deputy Finance Director oversees departmental operations within established city goals and objectives, as well as policies of applicable state, federal, and administrative regulations. Responsibilities include oversight of the preparation of annual financial statements, procurement, accounting and treasury functions. Additionally, the Deputy Finance Director handles citywide reporting, policy analysis, development and implementation, forecasting activities, and cross-department work products. This role is responsible for assisting the Principal Accountant in the day-to-day operations of the accounting staff, ensuring accurate financial reporting, and supporting the Finance Director in strategic financial planning and decision-making. The Deputy Finance Director will play a critical role in maintaining the fiscal health of the city and ensuring compliance with all relevant regulations. The Deputy Finance Director operates with considerable autonomy and independent judgment. They are responsible for the integrity of the city's fiscal management processes, spending significant time fine-tuning financial processes and policies to meet performance goals. The role involves collaboration with staff, elected officials, auditors, and the general public. The Deputy Finance Director acts on behalf of the Finance Director and oversees financial planning or operations functions in the Finance Department. This oversight includes the review and analysis of monthly financial statements, financial account balances, various reports and analysis of the financial information/data. The position performs, documents and advises on technical accounting research; pronouncements and best practices; assists with annual budgetary processes, preparation of the annual comprehensive financial report, annual financial statement audit, and assists with the cash and investment management function. A responsibility of this position is to maintain current knowledge of governmental accounting and budgetary standards. This position coordinates, supervises and monitors assigned projects. An essential element of this position is to provide leadership to staff, by evaluating the staff performance, assisting them with establishing meaningful goals and providing available resources to them to enable them to achieve the goals and be successful. In addition to the development of the staff within their positions is the ability to identify the areas where their performance is lacking and assist them in correcting these areas when possible and making recommendations to the Finance Director for corrections up to and including termination of their employment. This position may manage up to five (5) staff. Examples of Duties ESSENTIAL DUTIES The following statements are illustrative of the essential duties of the job and do not include other nonessential or peripheral duties that may be required. The City of Centennial retains the right to modify or change the essential and additional functions of the job at any time. * Assists the Finance Director in carrying out functional and operational responsibilities. * Develops, recommends, implements, and administers citywide operating and capital budgetary policies and procedures. * Provides long-term vision for managing city finances. * Ensures compliance with citywide directives, administrative policies, and industry standards. * Administers the evaluation system for program effectiveness and efficiency in financial terms * Plan, prioritize, assign, supervise and review the work of assigned staff; participate in the recruitment and selection of staff; coach and train staff as needed to successfully develop skills, identify areas that need correction and follow through with performance issues timely and effectively; provide or coordinate staff training; work with employees to correct deficiencies and actively participate in the success, accomplishments, and development of team members. * Act as technical accounting resource for staff including researching and reporting on new accounting standards or interpreting and implementing existing standards. * Assisting the City's department directors, staff, vendors, and the general public as requested. * Play a lead role in the development and documentation of accounting policies and procedures. * Prepare, review and verify a variety of documents and forms, meet internal completion deadlines, including monthly, quarterly and annual reports; prepare or review accounting entries for financial activities; prepare correcting or adjusting entries as necessary. * Review and monitor account balances and reports, including account analysis and the preparation of narrative reports (internal and external) explaining City financial information. This includes participation in, and oversight of, the preparation of complex financial and administrative reports and the analysis of financial reports and records to determine trends or irregularities and the overall reasonableness of revenue and expenditure data. Research, document and communicate any findings. Document and communicate results of analysis and recommendations.. * Assist Principal Accountant with annual internal/external reporting requirements (e.g. CAFR, budget, 1099s, Treasurer's Report, Escheat, etc.). Assist with, or develop grant accounting systems and procedures that comply with federal, state or other grantor agency requirements; verify the City's ability to comply with grant record keeping requirements; prepare or assist departments in the preparation of financial reports and supporting documentation for grant expenditures as specified in grant agreements. * Maintain, review, and oversee the reconciliation of the City's bank and investment accounts and statements with City records, transmit positive pay files to bank. Perform other banking functions and analysis as assigned. * Manage the financial software system, role, processes, workflows, etc. * Attend and participate in seminars, stay abreast of new trends and developments in the field of governmental accounting, sales tax, grant administration, accounting, and reporting. Assist with the formulation of work measures to maximize efficiency and provide cost savings. * Develop, maintain, and document record systems for key financial systems and processes. * Review and verify fund activities to ensure compliance with state and local laws, codes and regulations. * Coordinate and prepare for annual independent audit including development of the Single Audit Report, audit confirmations and client prepared schedules. Other duties as assigned. KNOWLEDGE, SKILLS AND ABILITIES Financial Expertise: * Strong understanding of financial principles, budgeting, and accounting practices. * Demonstrated knowledge of and experience in governmental accounting practices and procedures * Thorough knowledge of advanced accounting principles and practices. * Thorough knowledge of the application of generally accepted accounting principles, practices and techniques to governmental accounting transactions. * Experience in the application of principles and practices of financial record keeping and reporting. * Demonstrated ability to apply accounting and budgetary principles, relevant laws and regulations in the preparation, maintenance, and reporting of fiscal, accounting, and budgetary information, records and reports. * Knowledge and demonstrated ability in effectively handling confidential sales tax and personnel information. Leadership: * Ability to lead and manage teams effectively. * Demonstrated effectiveness in the management of staff. * Ability to exercise independent judgment and initiative in identifying required work assignments and appropriate methods to be utilized to accomplish the tasks identified.. * Provide support to assist the Finance Director and other staff in the completion of their duties and responsibilities. * Participate in overseeing, prioritizing, assigning and reviewing the work of staff involved in the Finance Department, as assigned; provide training and direction as needed. Analytical Skills: * Proficiency in analyzing financial data, identifying trends, and making informed decisions. * Ability to exercise independent judgment and initiative in analyzing fiscal data and making recommendations regarding the operations of various City activities. Communication: * Excellent written and verbal communication skills for presenting financial information to stakeholders. * Ability to prepare clear and concise reports and to compile and analyze financial statements and reports. * Ability to understand and follow oral and written instructions, and to give detailed oral and written instructions to others. * Ability to communicate effectively in writing, including the use of illustrative tables and charts to describe and explain data. * Ability to exercise tact and discretion in contact with governmental agencies and officials, and the general public. * Ability to establish and maintain effective working relationships with other employees and the general public. Policy Knowledge: * Familiarity with relevant laws, regulations, and policies related to municipal finance. * Demonstrated success in the improvement and maintenance of work procedures, methods and processes that improve department and/or staff efficiency. * Ability to explain, develop and continually update departmental policies and procedures. Technology: * Proficiency in financial software, spreadsheets, and databases * Demonstrated ability to proficiently use all standard and many advanced spreadsheet and financial software functions, including Microsoft Office and industry specific computer software. * Ability to establish and maintain complex records and files both in hard copy and electronically, and to prepare reports from such data. Minimum Qualifications MINIMUM EDUCATION, TRAINING AND EXPERIENCE * Bachelor's degree from an accredited college or university with major coursework in Accounting, Finance, or a related field; A CPA is strongly preferred as is governmental experience * Minimum of 7 years of progressive accounting, finance, revenue collection, or budget experience, with at least 3 years in a supervisory role. * Extensive knowledge of governmental accounting standards (GASB) and principles (GAAP). Demonstrated experience with financial analysis, general ledger, and financial reporting is required. * Strong analytical skills with the ability to interpret complex financial data and provide actionable recommendations. * Proven leadership and people management skills. * Proficiency in accounting software and financial management systems. * Exceptional communication and interpersonal skills, with the ability to effectively present information to diverse audiences. * High level of integrity and commitment to ethical standards and professional conduct. Prefer governmental accounting and finance experience, as well as considerable knowledge of accounting practices and procedures in a governmental setting. Prefer substantial experience in preparing oral and written reports, presentations, and recommendations, and to perform necessary research or investigations. Any equivalent combination of education and experience will be considered. SPECIAL REQUIREMENTS Must have strong financial analytical ability and be able to work in a fast-paced environment with demonstrated ability to prioritize and handle multiple competing tasks and demands. Must have knowledge and proficiency in a variety of computer software applications in word processing, spreadsheets, database, and presentation software (MSWord, Excel, Access, and PowerPoint). Job Elements/Working Conditions REQUIREMENTS TO PERFORM ESSENTIAL JOB FUNCTIONS Must be able to perform the essential functions of this job, with or without accommodation. Physical Demands The person in this position must be able to remain in a stationary position 50% of the time; needs to occasionally move about inside the office to access file cabinets, office machinery, etc. Occasionally moves office equipment weighing up to 30 pounds. The person in this position frequently communicates with Council members, staff, vendors, and residents; must be able to exchange accurate information in these situations. Must be able to identify Council members, staff, vendors, and residents, as applicable. Must be able to observe, assess, record, and interpret information. Work Environment Work is performed primarily in an office setting with in-person and telephone contacts and may involve frequent interruptions. Work may require attendance at evening and/or weekend meetings. Equipment Used/Required Frequently operates a computer and other office productivity machinery, such as a calculator, copy/fax machine, and computer printer.
