* Please note that the application period has been extended to 08/20/2024. The Deputy Fire Marshal provides fire safety inspections, fire plan reviews and life safety education. Incumbents conduct comprehensive, technical inspections of buildings and property to verify that exits, fire protection equipment and systems, building construction, interior finishes and occupant loads conform to applicable fire and safety laws, regulations and standards. Work includes advanced, skilled reviews of building systems or structure plans for compliance with building codes.  Integral core work involves investigating the origin, cause and circumstances of fires and/or explosions, processing fire scenes, collecting, identifying and preserving evidence following chain-of-custody procedures, interviewing witnesses and suspects, documenting findings and preparing reports, responding to requests for assistance, participating in the investigation of major crimes with other jurisdictions and law enforcement personnel. As needed, this role may serve as a lead worker, assigning work and monitoring work completion. Additional responsibilities include providing public fire and life safety education to local citizens, organizations, governmental agencies and schools through lectures, training and demonstrations. * Explains and interprets provisions of fire codes to building owners, managers and employers * Issues summons for fire hazards not corrected on subsequent inspections and enforce code when responsible party fail to cooperate * Leads educational training related to fire and life safety procedures and practices * Gathers and document details of plans and submittal review; determines compliance and issue permits based upon approved plans * Provides technical expertise, advice and guidance related to code compliance questions and interpretations. Communicates with and supports customers regarding permit applicants and other stakeholders, coordinates reviews with other departments, and  recommends alternatives and solutions for maintaining compliance Education and Experience: High school diploma (or GED) and three (3) years of directly related experience and certified technical training in fire protection and prevention OR An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation. Licensing and Certifications: * Valid North Carolina Class C Driver's License with a satisfactory driving record, or the ability to obtain within 60 days of hire * North Carolina certification as a Fire/Arson Investigator * Possess a minimum of a probationary Fire Inspector Level II or higher certification issued through the NC Department of Insurance Code Official's Qualification Board. Fire Inspector Level III must be obtained within four (4) years of employment Knowledge, Skills, and Abilities: * Standard practices, methods and materials of assigned work * Techniques and methods for organizing, prioritizing and monitoring work * Best practices, trends and emerging technologies * Principles and applications of critical thinking and analysis * Business math concepts * Research methods * Applicable federal, state and local laws, codes, regulations * Customer service principles * Specialized equipment relevant to area of assignment * Modern office technology. Skill In: * Performing fire investigations and reporting findings * Performing technical plans review and inspections to determine building system code compliance * Gathering data, analyzing findings and applying logic and reason * Organizing tasks, meeting deadlines and prioritizing competing demands * Composing and maintaining basic original documents including reports, presentations, and correspondence * Providing attention to detail in assignments * Comprehending reference books and manuals * Interpreting and applying applicable laws, codes, regulations and standards * Providing customer service * Utilizing a computer and relevant software applications * Utilizing communication and interpersonal skills as applied to interaction with coworkers, supervisors, the general public and others to sufficiently exchange or convey information and to receive work direction ADA and Other Requirements: Positions in this class typically require: stooping, kneeling, crouching, reaching, standing, walking, pushing, lifting, fingering, grasping, feeling, talking, hearing, seeing and repetitive motions. Medium Work:  Exerting up to 50 pounds of force occasionally, and / or up to 20 pounds of force frequently and / or up to 10 pounds of force constantly to move objects. Working Conditions: Work is performed in both the field and in an indoor office environment with moderate exposure to hazardous physical conditions (such as mechanical parts, electrical currents, vibration, etc.); frequent exposure to atmospheric conditions (such as fumes, odors, dusts, gases, poor ventilation, etc.); moderate exposure to environmental conditions (such as disruptive people, imminent danger, or a threatening environment); moderate exposure to extreme temperatures, intense noise and travel; and frequent exposure to inadequate lighting and movement restrictions.
