About the Position Human Resources Analysts provide a full array of HR services, including recruitment and selection, classification and compensation analysis, HR policy administration, and leave administration guidance. This position may also assist with the City's Organization Development/Training Program and/or assisting in conducting workplace investigations. Santa Rosa is a full-service city and Human Resources Analysts provide support and guidance to employees at all levels in the organization in a wide variety of interesting fields such as Police, Fire, Recreation, Finance, Water treatment, and more. Our ideal candidate will have: * Working knowledge of and experience with HR Analyst generalist duties in the areas of recruitment, classification and compensation, leave management, performance management, employee discipline, labor relations, training and benefits administration * The proven ability to collaborate with a wide variety of employees, departments leadership teams, external stakeholders, and vendors * Excellent written and verbal communication abilities * A highly organized, analytical, and influential skillset * Flexibility, and an aptitude for change management * A Bachelor's or Master's Degree with major study in Human Resources Administration, I/O Psychology, Public Administration or a closely related field * HRCI, IPMA/PSHRA or SHRM Certification is also desirable In addition, experience in public agency HR and/or unionized environments is highly desirable. Also desired is an understanding of the unique challenges in attracting a diverse candidate pool especially in a public sector environment and experience addressing recruitment challenges successfully. Incomplete responses, or responses such as "See Resume" may not be considered. * Provide professional human resources support and guidance to employees, managers, supervisors, outside agencies and the public on such matters as employee relations issues, performance management, employee development and training, personnel records, alternative dispute resolution, grievances, reasonable accommodation, interpretation of memorandum of understanding, City policies and procedures, the Personnel Rules and Regulations and the discipline process; * Understand, interpret and apply city, state, and federal human resources laws, rules and regulations; * Plan, schedule and coordinate recruitment and examination activities for a variety of job classifications; * Develop, administer, score, analyze and evaluate written, oral and performance tests and related assessments; * Perform classification and compensation and analysis of individual positions, classes, and series of classes; * Write and revise class specifications; * Participate in organization and staffing studies of City departments; * Prepare agenda items for the City Council; * Gather, tabulate, and analyze survey data to make recommendations and prepare reports; * Convene and facilitate interest-based problem solving meetings to resolve human resources-related issues; * Participate in the development, implementation and evaluation of new or revised human resources policies or programs; * Conduct research and analysis on human resources issues;  * Conduct meet and confer sessions with employee groups on job description and salary recommendations and other human resources activities; * Develop and present training programs on human resources related topics; * Provide support for labor negotiations activities including attending meetings, explaining and defending complex survey data, note taking, research, and responding to requests for information; * Provides advice and support to assigned department in performance management, discipline procedures and employee investigations; * Coordinate and participate in special projects or programs as assigned; * May conduct and oversee investigations of allegations of harassment or discrimination and advise department managers; * and perform related duties as assigned. Knowledge of: Fundamental principles and practices of job analysis, recruitment and testing, classification, total compensation, and employee relations in a public agency setting; current federal and state laws and regulations related to human resources administration; interest-based problem-solving methods and techniques; principles of organizational development and management; practices of preparing effective reports, procedures, correspondence statistical concepts and methods.   Ability to: Communicate effectively orally to gather information, explain policies or procedures and persuade others to accept or adopt recommendations; interact tactfully and effectively with others at all levels of the organization, as well as with individuals from outside City service; proactively identify significant personnel issues and formulate reasonable conclusions and effective solutions; prepare narrative reports and recommendations clearly, concisely, logically and convincingly; comprehend and draw inferences from written material; collect, compile, analyze and evaluate data soundly and impartially; establish and maintain effective working relationships with employees, managers, outside agencies and the public; make effective presentations to groups; work effectively and manage projects under deadline pressure; conduct and oversee investigations, determine methodologies, and obtain basic data necessary to evaluate solutions to complex problems and issues with multiple variables; operate a computer using word processing, applicant tracking and spreadsheet software applications.   Experience and Education: Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be:  Experience - Sufficient years of general human resources administration experience to demonstrate possession of the knowledge and abilities listed above;  Education - Equivalent to a Bachelor's Degree from an accredited college or university with major study in human resources administration, business administration, public administration or a closely related field. Human Resources Certification preferred.  Selection Process The selection process will include a minimum qualifications assessment, an application and supplemental questionnaire review, and department selection interviews. The initial interview may include a performance exercise. Additional requirements, such as successful completion of a physical exam, drug screen, etc., may apply, depending on the duties and responsibilities of the position.
