Description PROMOTIONAL ONLY- MUST WORK AT THE CITY OF WEST COVINA TO APPLY Application Directions This recruitment is a promotional opportunity. Only employees who holds the position of Police Corporal at the City of West Covina are eligible to apply and be considered for this promotional opportunity. Applicants must prepare for the exam accordingly. The City reserves the right to amend the plan as it deems necessary. * 09/15/24 - Application period closes * Week of 09/24/24 - Written Examination * Week of 09/26/24 - Staff Ecaluation * Week of 10/03/24 - Panel Oral Board Interviews * TBD- Chief's Selection Interview FLSA: Non-Exempt Probationary Period: 12 months Bargaining Unit: Police Officers' Association Job Summary: Under direction, assume responsibility for an assigned area of police field operations involved in law enforcement, traffic control, and crime prevention on an assigned shift; serves as a lead investigative officer in the Detective Division; and does related work as required. Examples of Duties Essential Functions: * Supervises the work of Police Officers engaged in patrolling an assigned area by automobile in the general enforcement of law and the prevention of crime or disorder. * Receives, investigates, and makes proper disposition of complaints from telephone calls, public interviews, and radio messages; supervises and assists in the seizing, searching, booking, and fingerprinting of law violators. * Collects and preserves evidence; interrogates witnesses and prisoners. * Prepares reports and special projects; participates in the training of subordinate personnel. * As a lead investigative officer in the investigative Division, receives assignments to investigate crimes and offenses, violations of federal, state, and local laws. * Takes charge of difficult and important criminal cases, collects and preserves evidence; apprehends and arrests law violators. * Reviews files and general police bulletins. * Makes reports of cases handled and actions taken. * Appears in court to present evidence collected. * Handles juvenile cases as prescribed by state law. * Prepares necessary correspondence regarding cases assigned. * May be assigned to supervise or perform work in special units, such as records, training, traffic control, investigation, etc. Required Knowledge and Abilities: Thorough knowledge of the principles and practices of modern police work; laws of evidence, arrest, and criminal law, court procedure, administrative procedure, juvenile procedure, patrol procedure, rights of accused, investigative methods; and understanding of federal, state, and county police agencies and their relationships to City police functions. Ability to perform tasks that require a high degree of judgment, intelligence, initiative, and understanding of human behavior; to analyze situations quickly and objectively, and to determine proper courses of action; to speak and write effectively; to establish and maintain cooperative working relationships with subordinates and associates; to work with little supervision, and organize and supervise the work of other police personnel when necessary; to deal with public tactfully; to obtain appropriate information through effective interview and interrogation; and to research data and formulate reliable conclusions. Typical Qualifications Minimum Requirements: Education: Graduation from high school or G.E.D. and completion of at least 60 semester units (or 90 equivalent quarter) units of college coursework. Experience: Three years experience as a Police Officer, at least one of which was at the level of Corporal at the City of West Covina. Qualified candidates must be off probation in order to test. Physical Requirements: Position requires physical strength necessary to restrain, chase, and control combative persons; requires climbing, reading small print, and hearing noises at a normal level. This position also requires extensive and repetitive physical activity involving the arms, wrists, and hands, including writing and using a keyboard. It also requires physical abilities associated with the ability to read, write and communicate in a work environment requiring no extraordinary physical strength or other special physical qualifications. Other / Special Requirements: Licenses: Possession of a valid California Class C Driver's License with a satisfactory driving record is required. Supplemental Information SELECTION PROCESS Written Examination: The written examination will include questions from the following sources: 1. The California Peace Officers Legal Source Book 2. Pocket guide to the Public Safety Officers Procedures Bill of Rights Act 3. Lexipol Policy and Procedure Manual The written examination will be conducted on September 24, 2024. Human Resources will notify candidates of the exam time and location via e-mail. Exams will not be scored until the ten-day protest period has passed. Unless all candidates waive the ten-day protest period. A passing score is 70% or higher. FAILURE ON THE WRITTEN EXAMINATION WILL REMOVE THE CANDIDATE FROM FURTHER CONSIDERATION. Staff Officers' Evaluation Staff Officers' Evaluation will include input from Sergeants, Lieutenants and Captains. This evaluation is weighted and PASS/FAIL. FAILURE ON THE STAFF OFFICERS' EVALUATION WILL REMOVE THE CANDIDATE FROM FURTHER CONSIDERATION. Oral Board Candidates will participate in an Internal and External Oral Board. The Oral Boards will be conducted on the same day and are tentatively scheduled for September 23,2024. Educational Achievements In order to assist your staff officers' with completing their evaluations, each candidate must submit a comprehensive resume, including units completed and subject areas of the degrees and units completed. Also included in the resume should be a listing of specialized classes and/or training completed. Examination Weights Those candidates who successfully pass the written examination and Staff Officers' Evaluation will be invited to participate in the oral board interviews. Final scores will be weighted as follows: 25% WRITTEN EXAMINATION ( 70% above and weighted). 15% INTERNAL ORAL BOARD INTERVIEW (70% above and weighted). 15% ASSESSMENT (The assessment is part of the internal oral board). 25% EXTERNAL ORAL BOARD INTERVIEW (70% above and weighted). 20% STAFF EVALUATIONS (Written Examinations and Oral Board Interview will be scored as passing with 70% or higher and then scored as weighted). EMPLOYEE BENEFITS - POLICE OFFICER HOLIDAYS - Holidays shall be granted on the basis of twelve (12) hours per month with no specific date designated. VACATION - All public safety employees accrue a total of three hundred twenty (320) vacation hours. After completion of 60 months of service, forty (40) additional hours vacation shall be granted. SICK LEAVE - Eight hours per month accrued by full-time employees for sick leave. There is unlimited accumulation, and the City has an annual payoff plan for unused sick leave, plus a payoff plan upon termination. HEALTH INSURANCE - Employees hired prior to January 28, 2017, the City will provide up to $1,306.24 per month (Kaiser Family rate) towards health coverage through the Public Employees' Retirement System (PERS). Employees already covered by a health insurance plan equal to or better than the City's PERS coverage may cash out $600/month. Employees hired on or after January 28, 2017 are not eligible for the retiree longevity stipend. Tier 3 employees shall also make a mandatory $50 per month contributions to the Retiree Health Savings plan. DEFERRED COMPENSATION- The City shall contribute a one-time, six hundred dollars ($600.00) deposit into the members' deferred compensation accounts, who participated in a deferred compensation program during Fiscal Year 2014-2015. Effective July 1, 2015, the City shall match up to fifty dollars ($50.00) per month for members who participate in a deferred compensation program. DENTAL - The City contributes up to $62.23 per month towards premiums. VISION - The City contributes up to $45.42 per month towards premiums. LIFE INSURANCE - The City provides 2 plans: 1) one-half of the employee's annual salary, plus a $100,000 accidental death while on duty plan; and 2) a $10,000 life and accidental death while on duty plan. SENIOR OFFICER PAY (LONGEVITY)- 10 years of service = 2% of base salary; 15 years of service = 3% of base salary; 20 years of service = 4.5% of base salary; and 25 + years of service = 7% of base salary. RETIREMENT - The employee pays the entire member contribution to the Public Employee's Retirement System. Lateral as an "Classic" CalPERS member enters at 3%@55. Lateral as a non-existing "Classic" CalPERS member with reciprocity agreement enters at 3%@55. Lateral as "New" CalPERS member without reciprocity agreement enters at 2.7%@57. Options include single highest year, post-retirement survivor benefit, military buyback service credit and service credit for unused sick leave. RETIREE MEDICAL BENEFIT - Provided employee has minimum of 20 years of sworn service, five of which were with the City of West Covina, the City will pay up $1,004.80 per month. TUITION REIMBURSEMENT - The City provides a tuition reimbursement program, up to the equivalent of yearly costs for seven (7) units of the California State University of Los Angeles (CSULA) cost, for continuing job-related education. EDUCATION INCENTIVE - The City pays the following percentages of base salary per month for education incentive: 2% for an AA/AS degree or equivalent (60 semester or 90 quarter units); 2% for an Adv. POST; 4% for an AA/AS or equivalent (60 semester or 90 quarter units) & Adv. POST; 4% for a BA/BS degree; 6% for a BA/BS degree and Adv. POST; 4% for a MA/MS degree; and 8% for a MA/MS degree and Adv. POST. Effective the first pay day of the pay period beginning on or after January 28, 2017, all employees who possess an Intermediate POST Certification will receive one percent (1%) additional compensation. BILINGUAL SKILLS PAY - $100 per month for a language skill necessary for effective communication within the community, approved by the Chief of Police and certified by Human Resources. UNIFORM ALLOWANCE - Sworn officers annually receive a $1,000 uniform allowance. One regulation uniform is provided for new officers. BEREAVEMENT LEAVE - Up to 40 hours in one calendar year may be granted. THE CITY - West Covina is a city of 110,500 residents, located 20 miles east of Los Angeles, with easy accessibility via freeways to beach and mountain resorts, and many other major retail, recreational, educational and cultural facilities. The City utilizes the Council-Manager form of government and employs 340 full-time employees, with an operating budget of about $64 million.
