Under direction, visits various employers throughout the jurisdiction to explain the program to owners and/or executives of various companies or other organizations; interviews and refers participants to potential employers; does other related duties as required. NOTE: The examples of work for this title are for illustrative purposes only. A particular position using this title may not perform all duties listed in this job specification. Conversely, all duties performed on the job may not be listed. Requirements Education Graduation from an accredited college or university with a Bachelor's degree. NOTE: Applicants who do not meet the education requirement may substitute additional work experience as indicated on a year-for-year basis with thirty (30) semester hour credits being equal to one (1) year of experience. Experience One (1) year of experience in manpower development and training, job placement, education or vocational counseling, or a combination thereof. License Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position. Examples of Work: * Visits and meets with owners and/or executives of all industries or other organizations to explain the program, promote their interest in participating in the program, and obtain job orders which can be filled by participants. * Interviews participants, questions them in reference to past training and experience, and may discuss career goals and type of work desired to match suitable job openings to the participant. * Schedules job interviews, contacts necessary parties by letter or phone, selects mutually acceptable time and place, informs parties, and records selected time and place to arrange for interviews. * Transports participants in automobile or van, picks them up and drives them to destination, and returns them to point of origin as needed to enable them to reach locations which would otherwise be inaccessible to them. * Checks on-job-progress of participants, and calls and/or visits employers to gather information regarding participants work performance, attendance, and other needed information. * Maintains contacts with various other programs which provide assistance and job opportunities to participants. * Advises participants on matters relating to training, work habits, motivation and relationships with coworkers, family, and employers to aid participant in adjusting to working conditions. * Confers with participants' families, and exchanges information, suggestions, and opinions on participants' adjustments to work to elicit emotional support of participants. * Gives prepared presentations to interested professional or lay groups on the program in general, and may show slides or perform demonstrations as appropriate to provide for public awareness and education. * Writes contracts following standard format which would allow the employer to hire a qualified applicant under the program. * Researches material for job descriptions and to allot training time to the employer for the particular job they wish to fill. * Maintains records and files * Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units. Knowledge and Abilities: * Knowledge of social, psychological, and economic problems involved in the employment of needy unemployed persons. * Knowledge of methods and techniques of interviewing individuals to collect information and match applicants to jobs. * Knowledge of the kinds of community resources ordinarily available to increase employability of job seekers. * Knowledge of employer-employee relationships and the characteristics of project participants. * Ability to establish and maintain effective working relationship with other staff members, participants, and employers. * Ability to communicate effectively both orally and in writing. * Ability to organize assigned work and develop effective work methods. * Ability to work independently without immediate supervision. * Ability to use reference books, the Dictionary of Occupational Titles, and other manuals in researching job descriptions. * Ability to interview persons who may be emotionally upset and antagonistic utilizing interviewing methods and techniques. * Ability to prepare clear, sound, accurate, and informative reports containing findings, conclusions, and recommendations. * Ability to maintain records and files. * Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. * Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication. * Persons with mental or physical disabilities are eligible as long as they can perform essential functions of the job after reasonable accommodation is made to their known limitations.
