The Team The mission of the Global Policy & Advocacy (GPA) division is to understand and shape the public policy debates affecting the foundation's work, build support for its major program and policy objectives, and develop partnerships and alliances that can advance the foundation's objectives nationally and globally. Because the foundation's resources alone are not enough to solve the challenges ahead, GPA also supports advocacy efforts to engage diverse stakeholders and promote innovative solutions that advance our program goals.  We work in close partnership with grantees, our colleagues in the Global Health, Global Development, Global Growth & Opportunity, U.S. and Gender Equality programs and Foundation Communications to build the environment in which all people have the opportunity to lead healthy and productive lives. The Program Advocacy and Communications team works in partnership with program teams and other teams in Global Policy and Advocacy (GPA) to achieve their policy and finance goals by: * Developing and coordinating the execution of advocacy and communications strategies. * Leveraging leadership and foundation voice to implement advocacy strategies. * Developing and managing a grant portfolio dedicated to achieving advocacy outcomes. * Directly advocating with sector leaders, influencers, media, and government officials in order to achieve advocacy outcomes. * Leading issue-specific communications in service of advocacy goals. * Developing policy recommendations or proposals in partnership with programmatic and regional offices. Your Role The Senior Program Officer (SPO) will serve as the global PAC strategy lead for both HIV and tuberculosis (TB). You will lead efforts in partnership with the PAC TB & HIV team and with teams across the foundation to refresh, implement and evaluate advocacy and communications strategies that accelerate the decline in incidence for TB and HIV. This work supports the foundation's HIV and TB strategies which focus on R&D for new vaccines, drugs and diagnostics and systems to equitably, sustainably delivery of tools and interventions that can drive down incidence in both epidemics. This work includes both engaging on policy and finance agencies globally (e.g. World Health Organization, Global Fund to Fight AIDS, TB, and Malaria, PEPFAR, UNAIDS, USAID, Stop TB Partnership, US National Institute of Health) and in high burden countries in Sub-Saharan Africa and South & Southeast Asia. You will work within the PAC Infectious Diseases team that also includes advocacy portfolios for Malaria, NTDs, and their related financing entities, and will be expected to allocate approximately 10% of your time to advocacy beyond TB and HIV. You will also be accountable for participating in both individual and group learning and work to increase the diversity, equity and inclusion of the foundation and our work. What You'll Do * Partner with the HIV & TB PAC team, programmatic teams, country, and regional offices (in particular, Africa Regional Office, India and China Country offices, and North America Team team), and the GPA division to update, implement and evaluate HIV and TB PAC strategies that include market-specific approaches and assessments of political economies, ensure long-term sustainability and impact, and are harmonious to other foundation strategies. * Work individually and with other program officers to develop, refine, implement and evaluate advocacy and communications strategies that support the foundation's HIV & TB strategies. * Work individually and with other program officers to develop, negotiate, and manage a portfolio of investments, including conducting research and analysis to strengthen investment recommendations, oversight of portfolio budget and all related grant making processes (e.g., investment reviews, strategic alignment, grantee engagement, etc.) * Conceptualize and lead high impact and complex partnerships, grants, coalitions, and advocacy campaigns, including relationship and partnership building within and outside the Malaria community at global, regional and country levels. * Serve as the initiative lead for the HIV & TB GPA initiatives. * Serve as a point of contact on strategy and portfolio for internal and external partners and form partnerships with people and organizations - in both the public and private sector - to improve implementation of the TB and HIV strategies. * Represent the foundation and our strategies to external constituencies. This could include formal and informal presentations such as making speeches, attending conferences, committee representation and other meetings. May serve on boards and working groups. * Identify and assess key risks at the portfolio level; develop and manage mitigation and contingency plans. * Proactively work with peers/fellow SPOs to ensure a consistent approach as well as application of appropriate rigor to portfolio management across PAC Infectious Diseases. * Consult with partners regularly to increase the impact of projects and ensure optimal learning to inform our work. This may include site visits, providing operational guidance and convening meetings of key partners. * Write and produce clear, concise and insightful briefings, reports, email updates, and other materials on key HIV and TB and other relevant issues for foundation leadership. * Participate in and learn from the program strategy team, and GPA and PAC Diversity, Equity & Inclusion (DEI) efforts to ensure that we are continuing to make progress towards realizing our commitments. * Participate in cross PAC efforts to enhance our integration, accelerate impact, and maintain a cohesive and dynamic culture. Your Experience * Bachelor's degree in public policy, international relations, public health, development, or a related field with significant (10+) years of progressive senior level experience leading advocacy strategies in global health and development. * Understand the role of advocacy and communications efforts to increase awareness of global health/development issues and shape political and financial support for these issues with governmental and non-state organizations. * Experience working on advocacy globally and in partnership with organizations in donor countries and in sub-Saharan Africa and South & Southeast Asian countries with high TB burden, including interaction with senior level policy makers, civil society organizations, coalitions, and governments. * Understand the issues driving the TB and HIV epidemics or broader global health and have connection and networks within the global TB and HIV communities, desirable. * Experience designing and leading resource mobilization strategies and initiatives. * Understand bilateral and multilateral institutions and mechanisms (eg PEPFAR, the Global Fund to Fight AIDS, TB and Malaria, the World Health Organization) including how they make policy and fund development programs at national and regional level. * Proven track record to provide vision and influence others in a constructive, optimistic manner, while building and sustaining collaborative relationships. * Outstanding project and team leadership skills including ability to lead strategy development through execution, develop shared goals and execution plans, prioritize, facilitate meetings, manage budgets, developing consensus, and work both autonomously and collaboratively. * Excellent verbal and written communication skills, able to effectively synthesize information to reach diverse audiences and build consensus, ideal. * Experience managing a grants portfolio either as a grantee, receiving and reporting on a grant or as a grant manager, with direct responsibility for grant making and management. * Experience developing and managing complex projects and/or grants in support of policy initiatives, advocacy programs and events at the global, regional, and national level. * Experience working in an environment with ambiguity while helping teams adapt to change. * Ability to work with flexibility and a high level of rigor, collaboration, and diplomacy, both individually and as part of a complex team effort. * High standards of personal integrity. * Willingness to travel up to 20% of the time when health and safety protocols allow. The salary range for this role is $204,600 to $317,100 USD. We recognize high-wage market differences in Seattle and Washington D.C., where our offices are located. The range for this role in these locations is $222,900 to $345,500 USD. As a mission-driven organization, we strive to balance competitive pay with our mission. New hires salaries are typically between the range minimum and the salary range midpoint. Actual placement in the range will depend on a candidate's job-related skills, experience, and expertise, as evaluated during the interview process.
