Recognized as one of the best places to live in Maryland, Frederick is surrounded by mountain views and centrally located about 45 miles north of Washington D.C. and 45 miles west of Baltimore, MD.   JOB SUMMARY:  The primary responsibility of the Outreach Worker is to build trusting relationships with Frederick residents, particularly those that are low-income and/or are experiencing homelessness, into the Department of Housing and Human Services programs and by making regular outreach visits to sites where people congregate.  Duties include engaging clients in services, performing intakes and other paperwork, answering telephones, making basic referrals, and overseeing the general milieu of the department.   * Provides outreach services to persons experiencing homelessness and/or low-income persons in order to engage them in the Department of Housing and Human Services (DHHS) programs. * Participates in outreach efforts at the Community Table, shelters, on the streets, and other locations; facilitates communications between DHHS staff and agencies where outreach occurs.  * Assists in casework duties (e.g., client escorting, completing applications, following up on case plans) as required or requested by the Case Managers, Clinicians, Nurses, and/or other staff. * Maintains all paper and electronic records as needed; performs data entry tasks as assigned. * Provides coverage for Outreach Desks as assigned and performs clerical duties such as answering the telephone and greeting visitors. * Performs program operations as assigned including direct operation of the Community Table, Health Clinic, Van Run, and Foodbank. * Provides staff oversight and assistance to the Community Table, on-site Permanent Supportive Housing, Clinic and/or other program areas as required or assigned. * Processes, transports and stocks donations of food, hygiene supplies, blankets, and other materials. * Responds to environmental accidents and assists in the general maintenance and cleaning of the agency especially the front office and lobby area.    * Assists with other casework, client service, clerical, and maintenance duties as required or assigned.  * Organizes and executes targeted outreach efforts in the community. * Oversees the day-to-day outreach operations in assigned area (Street Outreach, Health Clinic, Food Bank). * Assists with operations of the outreach program in other areas as needed. * Mentors new and part-time Outreach Workers. * Conducts inventory of office supplies, forms, and hygiene supplies and re-orders or re-stocks as needed. * Under direction from the program supervisor, provides guidance to Outreach Workers to ensure daily tasks are being completed. * Performs other duties as assigned. QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.   REQUIRED EDUCATION AND/OR EXPERIENCE: * Associate degree in human services or related field; or   * Two (2) years of experience as an Outreach Worker I, or commensurate years of higher education REQUIRED CERTIFICATES AND/OR LICENSES: * Vehicle Operator's license with satisfactory driving record that meets insurability standards of the City's insurance carrier is required. The employee must maintain the license for the duration of their employment. REQUIRED SKILLS (Communication/Language; Mathematical; Computer; etc.): * Strong interpersonal communication skills and an ability to provide services to persons who are low-income and/or are experiencing homelessness. * Good written and oral communication skills. * Ability to read and interpret documents using the English Language. * Ability to work cooperatively and effectively with staff and others. * Ability to safely drive cargo and passenger vans. * Ability to use Microsoft Office Suite. OTHER DESIRABLES: * Ability to communicate using the Spanish Language. * Ability to communicate using American Sign Language. * Bachelor's degree in human services or related field. PHYSICAL DEMANDS: The physical demands described here are representative of those that must be met by the incumbent to successfully perform the essential functions of this job.  Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.   While performing the duties of this position, the employee is frequently required to remain in a stationary position and/or to move about for long periods of time, and position self to reach items above or below their reach.  The employee must occasionally ascend and descend levels and/or ladders. The employee is occasionally required to lift and/or move up to 20 lbs.  Specific vision abilities required by this job include the ability to observe and inspect items directly in front or to either side of self, to assess items at a distance, to distinguish colors, depth perception, and ability to adjust focus.   The employee is subject to the use of Universal Precautions as required by the Bloodborne Pathogens Exposure Control Plan, and to annual Tuberculosis (TB) Testing as required by the Tuberculosis Prevention Plan.   WORK ENVIRONMENT/CONDITION: The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.
