Position at Long Island Rail Road Job Information Title: Deputy General Manager - MofE Business Technological Systems and Initiatives Department: Maintenance of Equipment Post Date: 07/05/2024 Close Date: 07/18/2024 Hay Point Evaluation: 904 Salary Range: $119,479 - $179,219 Position Classification: Safety Sensitive Location: Queens Reports To: General Manager - ME- Asset Management, Budgets & Administration This is a Non-Represented Position. Please note that this position has been designated as a "Policy Maker" pursuant to the New York State Public Officers Law & the MTA Code of Ethics. As such, you will be required to complete a Financial Disclosure Statement that will be provided to you by the New York State Joint Commission on Public Ethics. Summary The Deputy General Manager, Maintenance of Equipment (MofE) Business Technological Systems and Initiatives, must have broad and profound technical and managerial experience in planning, operations, and/or maintenance of complex assets (rolling stock, rolling stock support equipment, or systems) in an operational environment. In collaboration with MTAIT, the incumbent will head and facilitate cross departmental functional teams to assist MTAIT in implementing new applications of emerging technologies and develop business process improvement based on best practices, MTA Headquarters Enterprise Asset Management (EAM) standards; ISO550001. MofE business technological initiatives include but are not limited to Consist Management, eHOS (electronic Hours of Service), KRONOS upgrade, biometric deployment, SMARTPick implementation, MofE Wi-Fi (and all other technological advancements to support M9s, and all incoming new fleet acquisitions). In addition, this position will oversee M of E's participation and implementation of the MTA's Corporate EAM initiative by ensuring documented improvement processes align with the LIRR corporate AM vision, EAM strategies, and operational constraints. The incumbent will apply mature understanding and practical experience to document existing work practices, define opportunities, implement potential improvements and develop transitional plans for acceptance by the Chief Mechanical Officer and the General Manager, Asset Management, Budgets & Administration. As an active liaison between MofE and MTAIT, this duty also requires the facilitation of requisite Business-related activities for successful systems implementation, improvement, and stabilization. This includes but is not limited to assistance with requirements gathering, vendor selection, testing, documentation, implementation schedules, resource/funding assessment and problem escalation. Responsibilities: * Liaison with LIRR/MTA IT to oversee M of E's participation/implementation of all MTA IT initiatives including but not limited to Consist management, eHOS (electronic Hours of Service), KRONOS Upgrade, SMARTPick, infrastructure encryption management, M of E Whiteboard, detail design of electronic hours of service system, Efficiency Testing System enhancements, MofE Wi-Fi implementation to support current and future new fleet acquisitions and all other MTA IT M of E technological initiatives. * Oversee the development of department asset management strategy plans and program directives. Provide strategic direction and ensure alignment with corporate direction. This position will also ensure adherence to MTA EAM standards as well as international standards such as ISO 550001 * Oversee the application of EAM strategies and principles, utilize business process improvement tools and techniques ensuring asset efficiency, effectiveness and value; utilize business processes review expertise to implement optimum business processes. * Facilitate on-going department meetings or workshops to elicit improvement processes, define operational IT systems requirements, articulate the business model/business role, ensure evolving requirements are captured and continue to be met. This requires managing inter/intra departmental meetings and collaborating groups within the LIRR; with the MTA and with third party contractors. * Direct all asset management system project executions, plans and resources, produce major deliverables and report on outcomes, and ensure completed projects meet the quality standards, are in budget, on schedule, and within scope. * Serve as a change management champion and use his/her influence, experience, education to develop strategic communication and manage stakeholder engagement. * Select, develop and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review direct reports and approve performance appraisals. Promote safe work practices and provide safe working conditions. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential. * Ensure a safe working environment and adherence to guidelines of company safety policies and procedures. Lead by example. Perform other assignments as requested by Senior Management. Qualifications: * Bachelor's Degree in Business, Public Administration, Technology or related field. Demonstrated, directly related experience and education may be considered in lieu of a degree subject to approval. * Must possess progressively responsible management rolling stock maintenance systems experience (10+ years). * Must possess Asset Maintenance Management systems experience (10+ years). * Prior experience managing a staff in an operations/union environment. * Must possess understanding of the regulations and procedures relating to rail car maintenance. * Must have working knowledge of asset management systems and standards such as MAP 21 and ISO550001. * Must have working knowledge of various computerized maintenance management systems utilized in the support of Asset management. * Must possess strong and effective verbal, written and interpersonal communication skills along with the ability to motivate people. * Must possess the ability to lead and influence change. * Must be a professional individual with a considerable level of maturity to successfully provide guidance to develop the M of E department's support of the corporate asset management vision. Preferred/Desirable Skills/Qualifications: * Master's Degree in Business, Public Administration, Technology or related field. * Understanding of LIRR's M of E operations and equipment. * An understanding of company/department policies and procedures. Other Information In addition to meeting the minimum requirements of the position, the selection process may include, but is not limited to a pre-screening assessment (i.e., physical, written and/ or practical evaluation) and interview. Candidates forfeit further consideration in the process if they fail to participate in any step of the process when scheduled. Make up dates/times will not be given. In addition, LIRR employee applicants must be in their current position for the 12 months immediately preceding the close date of this posting and must possess a satisfactory work history, including attendance and discipline record. A record of more than ten sick days without medical documentation in two of the last three years is considered unsatisfactory attendance.
