Help Duties * Serve as the Deputy Superintendent-Trust Services and advisor to the Superintendent and share the responsibility of carrying out all phases of the Agency's trust programs. * Research and develop approaches to integrate/coordinate the performance of service in complex trust programs within Federal, BIA, and tribal offices. * Manage and coordinate the activities of the trust programs responsible for disbursing federal funds or managing federal trust property adhere to applicable, statutes, codes, regulations, and departmental and bureau policies. * Ensures program functions and activities are met by staff to meet goals and objectives; provides advice, counsel, and instruction on both work and administrative matters. * Maintains a cooperative working relationship with tribe(s), individual Indians, Indian lessors, tribal leaders, and other federal programs/officers. * Responsible for budgeting, program planning and development of cooperative relationships for and within the Indian Services programs. Qualifications EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Administrative and Management Positions, GS-0301). GS-13: I have one year of specialized experience equivalent to the GS-12 grade level in the Federal service which included work involving managing and coordinating all phases or activities within the Agency's trust programs, i.e., trust, natural resources, forestry/fire, real estate services, including land consolidation, probates, mineral, lease compliance, and acquisition and disposal. Manages and coordinates the activities of the Trust programs to ensure that all program elements responsible for disbursing federal funds or managing federal trust property adhere to applicable statutes, Codes, Treasury Regulations, Departmental and Bureau policies. SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position and is typically in or related to the position to be filled. This is a key management position. Simply meeting time-in-grade in occupations where directing and managing Indian trust responsibilities and program was not performed, will not be qualifying. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date. Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (title 25, USC Section 472). Under provision of the Civil Service Reform Act, first-time supervisors are required to serve a one year supervisory probationary period before their appointment becomes final. Those who do not satisfactorily complete this probationary period will be returned to positions of no lower grade and pay than those they occupied before assuming their supervisory assignment.
