Introduction \nThe Maryland State Department of Education is dedicated to supporting a world-class educational system that prepares all students for college and�career success in the 21st century. Grasmick Education Building\n200 W. Baltimore Street�\nBaltimore, MD 21201\n POSITION DUTIES Under the direction of the Executive Director of Government\nAffairs, the position will serve as the lead analyst to perform analysis,\nresearch, and make recommendations to the Executive Director of Government\nAffairs, and/or the State Superintendent on critical policy and legislation\nthat impact Maryland's students, families, and communities. This position\nleverages critical thinking, analysis, and communication skills to ensure\npolicies of the Department are aligned with best-in-class research, accurate, and\neasily understood by stakeholders. \nResponsibilities Include:\n\n\n Lead the agency's work to modify, refresh, retire, or create\n appropriate Code of Maryland Regulations (COMAR) as a result of legislative or\n policy changes.\n Work collaboratively with various Offices within the\n Department to research, recommend, and draft educational policy for the State\n of Maryland and legislative review and help track mandatory report submissions\n due to the MD General Assembly or Governor's Office.\n Track key legislative progress at the federal, State, and\n local levels, while assisting on special projects (e.g. Blueprint for\n Maryland's Future, etc.).\n Lead workgroups to review the legislation, propose changes,\n and make recommendations for positions to the State Superintendent.\n Assist in new initiatives to improve organizational\n efficiency, visibility, and organization-wide leadership development.\n\n\n MINIMUM QUALIFICATIONS Education:� A Bachelor's\ndegree from an accredited college or university.\nExperience:� Five\nyears of experience as policy or program analyst or administrative experience\nin or affiliated with Education Programs.\nNotes:� \n\n\n A Master's Degree or higher may be substituted for two years\n of experience as defined above.\n Additional experience as defined above may be substituted\n for the required education at a rate of one year for 30 semester credit hours.\n\n\n DESIRED OR PREFERRED QUALIFICATIONS \n\n Prior experience in legislative interpretation, analysis, and\n reporting.\n Experience or knowledge of education programs and associated\n legislation and statute\n Experience working with State and national public school\n legislation.\n\n\n SPECIAL REQUIREMENTS Applicants must consent to State and FBI (CJIS) background check as a routine procedure for all MSDE�employees.\n SELECTION PROCESS Please make sure that you provide sufficient information on your application to show that you meet the qualifications for this recruitment.
