The USC department of Facilities Planning and Management (FPM) - Controls, Finance and Administration is seeking a Quality Assurance Director to join its team. THE WORK YOU WILL DO The Quality Assurance Director is responsible for planning, developing, leading, and monitoring the implementation of construction quality assurance and quality control systems, plans, and procedures. Performs internal/external audits of programs/projects and provides regular input for the planning and design of methods to perform work. The Quality Assurance Director: * Plans, develops, leads, and monitors implementations of quality assurance/control systems, plans, and procedures compliant with all requirements and regulations. * Establishes and leads teams/departments providing needed inspections, testing and control of operations (e.g., construction projects). Sets and implements procedures for scheduling, reviewing, certifying, and managing submissions. Develops and conducts training and orientations to ensure staff are familiar with all roles, responsibilities, and processes for project success. * As a subject matter expert, participates in daily operations and decision-making for all quality management functions (e.g., self-performed work, vendors). Provides regular input for the planning and design of methods to perform work. * Performs internal/external audits as needed to ensure QC requirements are implemented and maintained. Establishes and manages non-conformance processes (e.g., corrective actions). Provides indirect oversight of QC teams on projects as required to ensure contract compliance. Analyzes data to identify trend, issues and consult on risk mitigation. Prepares and submits program/project status reports. * Stays current with industry developments and best practices to develop and maintain relevant expertise. The university reserves the right to add or change duties at any time. * In the event of an emergency, the employee holding this position is required to "report to duty" in accordance with the university's Emergency Operations Plan and/or the employee's department's emergency response and/or recovery plans. Familiarity with those plans and regular training to implement those plans is required. During or immediately following an emergency, the employee will be notified to assist in the emergency response efforts and mobilize other staff members if needed. The work schedule for this position is Monday through Friday, 8:00 AM - 4:30 PM; however, work schedules may change at any time to accommodate business needs. PREFERRED QUALIFICATIONS Candidates for the position of Quality Assurance Director meets the following preferred criteria: * Bachelor's Degree in construction, engineering or related field. * 10 years of experience in healthcare management. * Certified Professional in Healthcare Quality - CPHQ (NAHQ), Six Sigma Certification, Lean Six Sigma Certification, ISO 9001 Certification. * Experience with major organizational redesigns, transitions and other significant change initiatives. In-depth knowledge of audit, control and monitoring processes, and the ability to effectively implement and maintain them. * Experience leading quality improvement programs and expertise with risk management and accrediting organizations. Extensive knowledge of the principles and practices for healthcare quality improvement and patient safety. * Knowledge of utilization management, case management and/or discharge planning. MINIMUM QUALIFICATIONS Candidates for the position of Quality Assurance Director must meet the following minimum qualifications: * Bachelor's Degree * 10 years of experience in quality assurance/control for construction contractors or public agencies. Experience in management roles, supervising and scheduling staff and preparing budgets. * Combined experience/education as substitute for minimum education * Extensive knowledge of critical path method scheduling and other industry practices/standards. Exemplary analytical, critical thinking, problem solving and organizational skills. Experience with project management software (e.g., e-Builder). Ability to work in fast-paced, multidisciplinary environments. * Excellent oral and written communication skills. Experience developing and evaluating monitoring formats, standards, and document control plans and procedures. Experience interpreting contracts and drawings and enforcing regulatory codes. Exceptional interpersonal skills, able to establish and maintain working relationships with internal/external stakeholders at all levels. * Demonstrated proficiency with Microsoft Office suite. * Active/valid/unrestricted CA Drivers' license in accordance with USC's Driver Vehicle Safety Policy The salary range for this position is $168,442.00 - $180,000.00.
