If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. As a Front Line Manager you will: * Plan work to be accomplished by subordinates, sets and adjusts short-term priorities and prepares schedules for completion of work. * Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. * Evaluate work performance of subordinates and makes recommendations for outstanding performance recognition and/or disciplinary action. * Give advice, counsel or instruction to employees on work and administrative matters. * Interview candidates for positions within the organization/unit and recommend appointment, promotion or reassignment to such positions. * Hear and resolve complaints from employees, refer group grievances and/or more serious unresolved complaints as appropriate. * Effect minor disciplinary measures, such as warnings and reprimands, recommend other actions in more serious cases. * Identify developmental and training needs of employees, providing or arranging for needed development and training. * Initiate ways to improve production, work processes and/or to increase the quality of the work directed. Duties at National Criminal Investigation Training Academy (NCITA) * The incumbent oversees and participates in the design and development of programs and course materials in the field of law enforcement; the determination of course objectives; and the identification of related knowledge, skills, and abilities which lead to the achievement of training objectives. * The incumbent participates in the planning, analysis, and decision-making processes for the development and delivery of training courses and frequently participates in ad hoc committees made up of representatives of the NCITA, FLETC, or other agencies concerned with training policies and academic requirements. Requirements Conditions of Employment STANDARD POSITION DESCRIPTIONS (SPD): PD96461, PD96462, PD98030, and PD93804 Visit the IRS SPD Library to access the position descriptions. * Subject to a 1-year probationary period (unless already completed). * Subject to a 1-year supervisory or managerial probationary period (unless already completed). * The employment of any candidate selected for this position, including a current employee or a new hire, selected for this position may be conditional upon classification and/or audit of federal tax returns. This audit may include up to 2 years of returns. * Submit to a drug test prior to your appointment and random drug testing while you occupy the position. A drug test with a negative result is required. * The employment of any candidate, including a current employee or a new hire, selected for this position will be conditional on obtaining and maintaining a High-Risk Security Clearance. * Possess a valid state motor vehicle operator's license upon appointment and maintain a valid license while you occupy the position. * Carry and use a firearm. Maintaining firearm proficiency is also mandatory. You will be ineligible to occupy this position if at any time you have been convicted of a misdemeanor crime of domestic violence, unless you received a pardon or your conviction was expunged or set aside. * Complete a pre-employment medical examination (including vision, hearing, cardiovascular and mobility of extremities) by an authorized Government physician and be determined physically fit to perform strenuous physically demanding duties. You will be required to undergo regular physical examinations and to maintain a level of physical fitness in accordance with the standards and policies of this agency. * Obtain and use a Government-issued charge card for business-related travel. * Sign a mobility agreement. * Complete or have previously completed the Criminal Investigation Training Program (CITP) course(s) at the Federal Law Enforcement Training Center (FLETC) in Glynco, GA. * Agree to work an average of two extra hours per day. Law Enforcement Availability Pay (LEAP) has been approved to compensate for unscheduled duty in excess of the 40-hour workweek. Qualifications Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume. You must meet the following requirements by the closing date of this announcement OR at the time of referral: QUALIFICATION REQUIREMENTS: SPECIALIZED EXPERIENCE IR 04: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level within the payband or GS grade in the normal line of progression in the Federal service that demonstrates the required managerial skills and technical competence required to perform the job. To be qualifying for this position your experience must include: * Experience that demonstrated management/leadership experience such as applying management techniques, methods, theories, principles, or labor relations concepts for the accomplishment of all program objectives with combined technical and administrative oversight. This experience may have been gained through work experience as a project/program manager, team lead or project/program lead, technical advisor, or senior specialist/analyst that included managing resources, providing support to managers, mentoring team members, providing day to day guidance training and/or oversight of peers or others. * Experience applying regulations, other official guidance, and principles, including the latest procedures and techniques sufficient to oversee the planning, development, and implementation of the technical aspects of programs specific to the position being filled. * Experience applying communicative techniques to effectively and diplomatically interact with internal and external customers. In addition to the above, to be qualified for this specific position, your experience must be sufficient to demonstrate: Thorough knowledge of Criminal Investigation mission, operations, and organization; Understanding of law enforcement, technology and personnel issues; In-depth knowledge of the operations, programs, and policies, as well as, the Criminal Investigation's Strategy Program Plan and Annual Business Plans impact on field operations; In-depth knowledge of investigative policies, prescribed investigative procedures and techniques of the Internal Revenue Service and the Treasury Department, and the criminal enforcement and prosecution policies of the Justice Department; Ability to apply that knowledge in developing criminal investigative programs for field implementation and for identifying types of violations and trends in those violations in order to make changes in investigative programs; and Authoritative and comprehensive knowledge of the rules of evidence, the Federal Rules of Criminal Procedure, and relevant Constitutional, statutory, and case law. Much of the knowledge described above can be acquired through extensive field experience as a Criminal Investigator. AND Experience in a primary/rigorous law enforcement position is a mandatory prerequisite for this supervisory position. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
