Summary This position is part of the WAPA-DSW-Desert Southwest. As an Energy Management and Marketing Specialist, you will be responsible for the on-shift management of loads and resources and marketing of resources assigned to the office. The incumbent is responsible for power scheduling, energy accounting, reporting and statistical information requests. This is not a remote position. The selectee will be required to be physically present at the Phoenix, AZ duty location. Help Duties The Energy Management and Marketing Specialist (EMMS) performs the following duties at the full performance level: * Provide energy management and marketing services for energy resources assigned to the EMMO that may include customer account portfolios. * Analyze all available data to include the EMMS log and verbal information from the departing EMMS to ascertain present resource/load situation. * Develops plans of resource utilization for the shift, and each hour therein, based on generation schedules, hydro release criteria, forecasted firm loads, purchase power resources, and surplus sales for the day. * Balance loads and/or demand to resources each hour utilizing generation, sales, purchases, and transmission assets in the most economical and efficient manner. * Negotiates the sales and purchases of electrical energy through the open market utilizing modern energy trading methods, tools, and techniques in the most economical manner. * Reserves appropriate transmission service through required OASIS tools. Ensures that all transmission service purchases/reservations are adequately documented. * Maintains awareness of outages or curtailments that may affect the resource availability. Maintains awareness of primary and alternate transmission paths used to serve load for which EMMO has scheduling responsibility. Reroutes energy to alternate paths when transmission curtailments occur. * Coordinate interchange schedules and generation utilization plans with Reliability Dispatchers representing Federal Balancing Authorities (BAs)/Federal Sub-Balancing Authorities (SSAs) and/or independent system operators. * Monitors Federal project and/or customer account operating reserve status and takes appropriate action to ensure the EMMO meets its own obligations as well as contractual obligations for reserve activation (e.g. to ensure BA has required operating reserves to serve load requirements). If contractually obligated or otherwise mutually agreed to between respective EMMO and BA, makes purchases or sales at the request of reliability dispatchers to ensure the reliability of the BA or SBA, in the most economical manner possible. * Prepares, checks, submits, and approves energy tag requests per Western's and applicable regional entity/market business practices (e.g. NERC, WECC, SPP). Ensures that tags are implemented and posted to the applicable energy management system. Makes necessary adjustments/corrections to denied tags and re-submits them. * Accounts for actual energy transactions on the interconnected system utilizing energy management system (EMS), computerized spreadsheets, and internet software, utilizing applicable marketing policies and procedures which pertain to sales/purchases of electrical energy. * Maintains a log of events and other records required and prepares necessary summary reports at the end of the shift. Performs validation of power transactions by coordinating with the involved utilities. Ensures necessary corrections are coordinated with all affected entities to reach agreement on the final accounting. Provides accurate and timely scheduling and/or accounting data to back office; corrects errors as discovered. Specialized experience for this position is defined as: For the AD-3 Level:To qualify for the AD-3 level applicants must have one year of specialized experience, equivalent to the next lower grade level (AD-2 or GS-7/9) in the federal service. Specialized experience at the AD-3 level for this position is defined as experience with the following: * Knowledge of NERC and the Western Electric Reliability Council interchange scheduling policies and procedures including e-tagging. * Energy accounting procedures related to energy scheduling. * Real time power marketing practices. * Rotating shiftwork and power marketing or electrical power transmission knowledge. For the AD-4 Level: To qualify for the AD-4 level applicants must have one year of specialized experience, equivalent to the next lower grade level (AD-3 or GS-11) in the federal service. Specialized experience at the AD-4 level for this position is defined experience with the following: * Coordinating with both internal and external customers, analyzing data, and providing innovative solutions to complex and/or sensitive issues that occur in a dynamic real-time energy trading environment. * Proficient with OASIS system for understanding transmission outages and the purchase of point-to-point or network transmission products. * Understanding of the interactions of emerging energy markets and the effects on bilateral markets, and scheduling. * Applying e-tagging standards for energy delivery.
