Role Statement for Associate Planner: Under general direction from the Principal Planner and P&Z Director, the role of Associate Planner performs a variety of technical and administrative planning & zoning work involving the zoning and subdivision regulations and the comprehensive plan. The Associate Planner is the mid-level position in the Planning & Zoning Department, responsible for analyzing, reviewing, and approving moderately difficult development proposals that may be more controversial or include multiple parts. These reviews require a much more thorough review of a project and more detailed staff reports. This position will handle staff reports and presentations to Nampa boards and commissions, which will generally require a good understanding of the City's varying overlay of zoning districts and design guidelines. The position assists with the more complex code amendments and helps organize and lead workshops on proposed ordinances or special projects. The Associate Planner will conduct site inspections as requested. The Associate Planner differs from the Assistant Planner in the diversity and scope of professional responsibility and complexity of projects assigned. The position works under the general direction of the Principal Planner with the expectation of the use of independent judgment and decision-making. The position works primarily in a general office environment, with some field work for site visits. WHAT YOU WILL DO! ROLE SUCCESS PROFILE Key Job Accountabilities: * Represents the department, the City, and Nampa's citizenry in interactions with others- particularly in matters associated with planning, zoning, or subdivision regulations' administration, amendment, or creation. * Promotes an environment within the Department conducive to consensus building and conflict resolution in and among participants in development projects. * Participates in employee development activities, including providing needed information and demonstrations concerning how to perform certain work tasks to new employees. * Keeps Principal Planner and designated others fully and accurately informed concerning work progress. * Provides verbal and written Staff reports and counsel to city committees and advisory groups, the City Council, and the Planning and Zoning Commission relating to planning efforts and documents, applications for land development, design review, city code changes, and other planning and zoning-related matters. Attendance at some morning or evening meetings is required. * Performs special projects for city committees and advisory groups, the Planning and Zoning Commission, and the City Council at the direction of the Department Head. * Reviews building and site construction/development plans (residential and commercial) as needful and conducts inspections of projects to ensure compliance with City zoning code and subdivision regulations and conditions imposed by Staff, city committees or advisory groups, Planning and Zoning Commission, and/or City Council. * Review applications for land development to ensure conformance to City and State regulations. * Prepares and updates various databases, as well as GIS maps/layers/attributes. * Participates in enforcing land-use plans and ordinances for the city and coordinates regulatory processes between private development interests and the City's land-use plan. * Participates in the enforcement of the City's zoning and subdivision ordinances. * Attends meetings, conferences, workshops, and training sessions; reviews publications and audiovisual materials to become and remain current on the principles, practices, and new developments in assigned work areas; * Responds to citizens' questions and comments in a courteous and timely manner. * Communicates and coordinates regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities. * Is punctual and timely in meeting requirements of performance, including attendance standards and work deadlines. * Communicates information and states concerns in a clear and professional manner. * Respect the opinions of others and demonstrate a reasonable relationship with employees, supervisors, and others. * Accepts and performs in a timely and effective manner changes in work assignments and/or how work is performed. * Performs other related duties consistent with the role and function of the classification. WHAT YOU WILL BRING! Education, Experience Level, Certification Requirements: * Bachelor's Degree in Urban Planning, Landscape Architecture, Public Administration, or related field with two (2) years of experience in the planning profession; or a master's degree in Planning or a related field with one (1) year of experience in the planning profession or related field; and/or any combination of experience and training which provides the equivalent scope of knowledge, skills, and abilities necessary to perform the work. * AICP Technical Certification is preferred, or an equivalent combination of education and experience that provides the required skills, knowledge, and abilities to successfully perform the essential functions of the position may be considered. * Must have excellent presentation skills and Microsoft Office skills. * Fluent in English, with exceptional technical writing skills. * All applicants must be able to successfully pass City of Nampa background check processes and drug testing, which may include reference checks, criminal history checks, driving record checks, and pre-employment, random, and post-accident drug tests.
