Plans and administers the City's tax compliance functions and assists in planning and directing all other work of the Income Tax Division.  Works under the policy direction of the Tax Commissioner with responsibility to share in the overall direction of the division. Assists in directing the establishing of accounts, preauditing of payments and forms, auditing of refunds and the establishment and maintenance of manual and computerized record and processing systems.  Personally directs and supervises compliance staff in the collection of delinquent accounts and develops programs to identify non-filers.  Plans and conducts the tax-auditing program based on state tax return data.  Designs, develops and implements computerized record and financial systems for use in the City's Income Tax Division.  Serves as liaison between users and IT staff to determine needs, train staff and resolve problems.  Authorizes mandatory appearance of non-compliant taxpayers via citations and subpoenas.  Interprets provisions of the City income tax ordinance and recommends action pertaining to individual taxpayer situations and recommends procedural updates based on changes in state or federal tax law.  Conducts frequent reviews and recommends revision as needed to all tax forms.  Coordinates division requirements with data processing for production of all tax reports.  Participates in meetings, conferences, and seminars on taxation matters.  Serves as acting division head in the absence of the Tax Commissioner.  Performs related work as required. Graduation from an accredited college or university with a baccalaureate degree and a minimum of three years of supervisory or advanced level professional paid experience in income tax administration, finance, accounting, budgeting or auditing operations. Knowledge of the provisions of the City of Akron income tax ordinance and other municipal, state and federal law and regulations.  Knowledge of the principles, theory, and practices of various financial systems and operations.  Knowledge of the use of microcomputers and business and specialized software in municipal taxation operations.  Knowledge of relational database concepts, uses and design. Ability to plan, organize and administer an office staff engaged in municipal income tax operations and related manual and computerized record processing.  Ability to deal effectively with taxpayers and municipal, state and federal officials. List of essential job functions available upon request. This is a classified position.   This is a Non-Competitive examination.  Candidates who meet the qualifications and requirements listed in the announcement will be considered to interview for this position.      Candidates must meet the qualifications and requirements listed in the announcement at the time of examination and at the time of appointment. Since this examination is posted on a combined basis, two separate eligibility lists will be generated with promotional candidates considered before open candidates. RESIDENCY:  Candidates who have been resident citizens within the corporate limits of the City of Akron for at least one year immediately prior to the examination and who continue to reside within the corporate limits of the City of Akron throughout the remainder of the selection process will have 5 points added to their passing grades.  VETERANS: A veteran of the Armed Forces of the United States, honorably discharged from active duty, desiring a bonus of 5 points added to his/her passing grade, must submit proof of discharge in the form of a DD-214 with application.
