ManTech is seeking a highly motivated and career-oriented Senior Systems Engineer for a prime contract in support of our government customer in Washington, DC. Responsibilities include but are not limited to: * Knowledge of the application of Systems Engineering principles to DoD or DHS Acquisition Lifecycle Frameworks as part of an acquisition program's Systems Engineering Life Cycle. * Assist in the development of foundational acquisition documentation including Analysis of Alternatives (AoA) and functional requirements development in accordance with DHS acquisition policy. * Ability to work with program managers and other members of the acquisition workforce on the implementation, management, and operation of the systems engineering (SE). SE processes experience sought in Research and Development (R&D), System Engineering Life Cycle (requirements, design, interoperability, Test and Evaluation(T&E), Risk Management, Configuration Management etc.), or lifecycle logistics processes. * Experience in creation, analysis, assessment, and evaluation of SE plans, reports, and other related program documentation; developing and recommending updates to SE policies, procedures, and guidelines. * Interface with all engineering disciplines to ensure continuity and traceability through all stages of the system development with system level architecture, functional allocation, major interface definition, feasibility analysis, and trade studies. * Support the iterative Mission Needs Analysis process and assist in the definition of engineering assessments through requirements elicitation and interaction with a broad, diverse stakeholder community. * Support AoAs, trade studies and DOTMLPF studies and develop recommended solutions to support capability-based engineering requirements development approaches. * Assist in the validation of operational requirements baselines and maintain traceability to policies, mandates, and user needs. * Support the development of critical operational issues, measures of effectiveness, suitability, and key performance parameters to ensure solutions meet engineering and technical requirements. * Knowledge of tools and industry best practices for Modeling and Simulation, Model Based Systems Engineering, Model Based Engineering, and Systems Architecture for implementation of Digital Engineering processes. This work involves analyzing, and providing recommendations on the potential for the acquisition of pilot, prototype, new, fielded, or modified systems; and * Participate in Technical Interchange Meetings to review software development schedules and ensure alignment/integration with planned systems engineering and test activities. * Support design reviews to ensure specifications meet specified milestone entrance/exit criteria and government-established top-level requirements. * Support the technical review process and assess performance and work products. * The candidate must possess a comprehensive understanding of the end-to-end System Development Life Cycle. * Understand the systems engineering lifecycle processes documented in ISO/IEC/IEEE 15288:2023. * Understand requirements engineering processes documented in ISO/IEC/IEEE 29148:2018 * Understand the use of the Concept of Operations (ConOps) in systems engineering. * Support engineering governance, including participation an Engineering Review Board. * Understand systems architecture development, particularly using DoDAF models. Minimum Qualifications: * Requires a master's degree and 10 years' experience or a bachelor's degree and 18 years' of experience. * Requires a detail-oriented self-starter experienced in supporting senior Government leaders and other technical/business professionals. * Superior customer and stakeholder interface at senior levels of management with excellent oral and written communication skills are critical. * Demonstrated understanding of requirements analysis, development and management processes. * Advanced skills in Microsoft Word, Outlook, Excel, Access, PowerPoint, Project and SharePoint are required. * More than 3 years relevant technical experience in engineering requirements documentation development environments. Preferred Qualifications: * Technical writing experience is highly desired. * Experience with DHS joint operations, DHS acquisition policy, DHS systems engineering lifecycle is highly desired. Clearance requirements: * A current Customs and Border Protection Suitability / Background Investigation will be required to start. Physical Requirements: * Must be able to remain in a stationary position approximately 50% of the time. The projected compensation range for this position is $143,600-$239,300. There are differentiating factors that can impact a final salary/hourly rate, including, but not limited to, Contract Wage Determination, relevant work experience, skills and competencies that align to the specified role, geographic location (For Remote Opportunities), education and certifications as well as Federal Government Contract Labor categories.
