THE OPPORTUNITY: The Park District is recruiting for an experienced Website Designer in Public Affairs. This position is at the Park District's Administrative Office, 2950 Peralta Oaks Ct., Oakland. The hiring pools established from this recruitment will be used to fill the current and additional vacancies that may occur during the one-year life of the hiring pools. WHAT YOU'LL BE DOING: This position reports to the Communications and Outreach Manager, or designee. This is not a supervisory class. Under general supervision, oversees operational activities of Park District website with attention to content design, and maintenance, to provide accessible information for all website visitors; and performs related duties as assigned. IDEAL CANDIDATE: * Effective in working with a dynamic Public Affairs team to optimize public information through the East Bay Regional Park District's website (and peripheral platforms) to improve park user experience, including increasing accessibility and hospitality to diverse communities that may have real or perceived barriers/impediments that affect their decision to enjoy outdoor activities/parks. * Expert in day-to-day administration of the District's website. Oversee, produce, and/or update webpages, copy, images, audio-video files, maps, and other assets. * Capable collaborator, working closely with staff across all divisions to strategize and implement complex online projects with efficient prioritization and clear communication to ensure timely, quality, accurate, visually engaging, accessible deliverables. * Proactive and communicative, keen ability to develop and implement new/innovative online experience or interactive functionality for various platforms and devices catering to different user groups on mobile, desktop, etc. * Creative implementor of strategies to leverage District's key messages and grow web visitations. * Proficient presenter of meaningful reports on web analytics and evaluations. * Experienced in all industry-standard software, programs, and platforms and excited to stay on the cutting edge of such technologies. (i.e. HTML/ CSS/ JavaScript/ XML/TML Drupal, other CMS; Photoshop/ video/audio software, and social media platforms and algorithms). * Open-minded and full of ideas! Essential Functions Performs day-to-day administration of the District's website(s), including graphics use, content writing and updates. Develops and implements new content or functionality as needed for website(s) or digital platforms. Maintains and incorporates new web technology, features, and navigational tools into the sites. Consult with user departments to plan, organize and define new project requirements, methods, risks, and final objectives integral to web page design; provide training and technical support to departments related to content development, implementation, and maintenance. Performs routine evaluation and tracking of website traffic, performance, and security; uses existing website/platform analytic tools to run reports on patterns of customer usage to work with the Public Affairs Unit to make website improvements for increased customer satisfaction. With instruction from supervisor, builds surveys and forms to obtain information, including data on usability, functionality and marketing initiatives; modifies configurations, diagnoses and resolves connectivity problems and system hardware or protocol conflicts, and other duties as assigned. Minimum Qualifications Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Education: * Associate Degree with major course work in Computer Science, Information Systems, communications, or related field, and Experience: * Two (2) years' experience in the design, development, and project management of websites using web application development tools and content management systems. * Experience with CMS is highly desirable. KNOWLEDGE, SKILLS AND ABILITIES: The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties. Knowledge of: front-end development, responsive design, HTML/CSS/Javascript and familiarity with content management systems like Drupal, web standards and policies, e-commerce, new web technologies, and ADA compliance policy; databases, Photoshop and video editing software and web related software; office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases. Ability to: create, edit and proofread content, to learn and apply new technologies, to explain technical issues and concepts to non-technical staff and customers, to follow oral and written instructions, provide quality service to internal and external customers; understand and apply District and departmental policies and procedures; use initiative and apply logic and common sense to problem solving; research technical materials; build online forms and surveys; work with SQL databases; provide and document solutions to problems; encode and re-encode audio and video files for uploading to web platforms; organize, prioritize, and follow up on work assignments; stay abreast with industry research and expert reviews on evolving new technology for web and mobile, operate office equipment including computers and supporting word processing, spreadsheet, and database applications; communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships with those contacted in the course of work at all levels, including a culturally diverse general public, with a focus on quality service to internal staff and external customers. Wages, hours, and other terms of conditions of employment are covered in an Agreement between the Park District and Local 2428. The probationary period for this classification is nine (9) months. Internal Promotions:Placement shall be made at the first step in the salary range for the new position (Step A) unless the salary rate at Step A of the new position is less than a 5% increase. In such instances, the employee will be placed at a step in the new salary range that ensures at least a 5% increase.
