Description and Functions Open Until Filled GENERAL DESCRIPTION: The Wyoming Department of Health, Public Health Division, Communicable Disease Unit, Communicable Disease Surveillance Program is seeking a Communicable Disease Epidemiologist for CheyenneThis position conducts epidemiologic investigations of sexually transmitted diseases (chlamydia, gonorrhea, and syphilis), HIV, viral hepatitis B and C, and TB, as well as coordinating outbreak responses; including interviewing cases for exposure and treatment information, updates news outlets on the progress of outbreak control measures as necessary, participates in data analysis from epidemiologic investigations, and participates in the application of public health interventions and control measures. The position interacts with the Public Health Laboratory on complex serologic and chemistry laboratory values and test results. It provides technical assistance (TA) and responds to inquiries from physicians and nurses related to TB, STDs, viral hepatitis B and C, and HIV infections. The position provides leadership to achieve the successful implementation of communicable disease prevention, such as building the capacity of clinics to increase access to care and improve screening and treatment efforts; managing and building the capacity of the public and private providers, and providing guidance on PrEP/PEP activities throughout Wyoming. The position includes outreach to special populations such as incarcerated individuals, those experiencing homelessness, adolescents, and young adults. At-Will Employee Contract (AWEC) positions do not include benefits however there is an opportunity to buy into some benefits. This position is grant-funded through 12/31/2025. Human Resource Contact:wdhrecruit@wyo.gov ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level. * Provide education, training, and technical assistance to Wyoming communities on evidence-based HIV prevention practices targeting high-risk populations, including testing and testing events. * Serve as a counselor for the Communicable Disease Unit for HIV/AIDS, viral hepatitis, and STD counseling and associated test training opportunities. * Serve as a trainer for the Communicable Disease Counseling and Testing / Tuberculin Skin Test training for the Communicable Disease Unit. * Provide technical assistance to public and private providers on laboratory values and testing practices. * Coordinate condom distribution efforts through public and private clinics, condom dispensers, funding opportunities, and the condom mailer initiative. * Serve as a liaison with the Wyoming Department of Corrections to partner on prevention strategies, targeted initiatives, and the provision of technical assistance. * Promote harm reduction efforts in Wyoming through various methods including, but not limited to, educating healthcare professionals, collaborating with the substance use and prevention program, and implementing projects to improve harm reduction efforts. * Work with surveillance to determine which clients are out of care and investigate out-of-care clients to ascertain the current residence of cases. The position will verify the out-of-care status and case management enrollment status. * Contact patients out of care to assess barriers and attempt to link clients into care by providing case management referrals. * Assist other programs within the Communicable Disease Unit as needed. Qualifications PREFERENCES: Preference will be given to candidates with a bachelor's degree in epidemiology, nursing, health education, or another allied healthcare field. However, a Master of Public Health/Epidemiology is preferred. Three years of related work experience may be substituted for a required college degree. KNOWLEDGE: * Applied epidemiology knowledge and skills. * Knowledge of communicable diseases, specifically: HIV, viral hepatitis (A, B, and C), TB, and STDs. * Knowledge of clinical laboratory testing procedures and the ability to interpret laboratory test results. * Knowledge of field investigation techniques and procedures, including the diagnosis, treatment, and case follow-up investigations required for patients, partners, and contacts. * Knowledge of social norms, culture, and the values of diverse populations to ensure cultural diversity when working with clients across the spectrum. * Knowledge of state and federal government policies and procedures, HIPAA, and other relevant statutes, and the ability to apply them to the appropriate work assignments. * Ability to navigate geographical locations, including but not limited to the ability to read maps accurately and to use locator information appropriately for contact investigations. * Strong verbal and interpersonal skills to obtain accurate information regarding disease-related information, diagnosis, and treatment history among patients and healthcare providers. * Strong organization skills and the ability to multi-task, problem-solve, and track information over extended periods in a cubicle office setting. * Proficient use of computers and essential software used in the work environment, specifically Microsoft: Word, Access, Excel, and PowerPoint. * Strong public speaking skills, with presentations in both small and large group settings. * Excellent written communication skills are required for state and federal reports, press releases, policies, procedures & client /provider communication as necessary. * Provide leadership and model professional behavior by setting work priorities, communicating appropriately with patients and healthcare providers, managing paperwork requirements, and engaging in a team environment with coworkers.
