Help Duties THIS IS A T32 EXCEPTED SERVICE, INDEFINITE POSITION Selectee may be non-competitively converted to permanent status if/when funding becomes available or position becomes unencumbered. The primary purpose of the FINANCIAL MANAGER, GS-0505-13, is to serve as the Chief Financial Officer for the installation and dissimilar geographically separated units, with responsibility for managing all funds through fiscal reporting and financial advisory services, to include budget formulation and execution, travel and commercial accounting, military and civilian payrolls, and financial systems applications. Serves as the Assistant United States Property and Fiscal Officer for Air (Fiscal), the installation funds Certification Officer, the organizing and directing member of the Financial Management Board, and the Wing Commander's focal point for highly sensitive military and civilian entitlement issues. Operates as a full partner with the Wing Commander, the Senior Management Staff, and GSU Commanders in planning, implementing, and executing the financial programs directly associated with the objectives of the Adjutant General's Department and accomplishment of federal military and state support missions. Functions include the receipt, accounting, collection, safeguarding, and disbursement of government appropriated funds, and the likewise oversight authority and management of non-appropriated funds. May make additional selections within 90 days of eligible(s) issuance. This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599. Incumbent shall comply with the requirements of this certification program. Failure to obtain this certification within the required time may subject the incumbent to adverse action. Qualifications General Experience: Possess experience collecting and analyzing data effectively, efficiently, and accurately; planning, directing, and coordinating difficult and complex programs; developing, applying, and adjusting financial plans and policies to attain agency objectives; selecting, developing, and supervising a subordinate staff; establishing and maintaining effective working relationships, not only with subordinate staff, but with all levels of key management officials, the latter particularly requiring the exercise of tact, ingenuity, and resourcefulness; applying a high level of sound and independent judgment in the solution of financial problems and in the administration of a financial management program. FINANCIAL MANAGER, GS-0505-13: Must have at least one year of specialized experience, equivalent to at least the GS-12 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. Specialized experience may have been demonstrated by performing duties such as: fundamental working experiences with a validated understanding of the basic principles and concepts of the financial management occupational series and grade; experience directing the financial management policy in support of the Air National Guard installation to include dissimilar geographically separated units; experience serving as the principal financial advisor and technical expert to the Wing Commander, Senior Management Staff, GSU Commanders, and the Financial Management Board; experience in managing the function of the work to be performed including leading, directing and assigning work of personnel.
