OAKLAND HOUSING AUTHORITY POLICE SERGEANT (Internal Applicants Only) Salary: $77.72 - $85.78 / Hourly $6,217.62 - $6,862.74 / Biweekly Closing Date/Time: Thursday July 25th, 2024 at 5:00pm PST DEFINITION The Oakland Housing Authority's Sergeants' authority comes from Section 830.31 of the California Penal Code. Under the direction of the Director of Police Services, supervises a staff of peace officers; performs administrative security functions; patrols Authority-owned property; performs law enforcement and crime prevention work; and performs related work as required. ESSENTIAL FUNCTIONS * Supervises and evaluates a staff of peace officers and radio dispatchers; and * Plans and analyzes daily operational law enforcement functions; and * Holds daily briefings and inspections; and * Reviews incident reports; and * Serves as liaison with other law enforcement agencies; and * Provides information and counseling to Authority residents; and * Monitors and develops information for data processing systems; and * Prepares reports and records for the Director of Police Services; and * Ensures that proper investigative procedures are completed; and * Patrols Authority property; and * Enforces the California Penal Code and the Authority's rules and regulations within the boundaries of public housing; and * Responds to all calls for the protection of life or property; and * Prevents trespassing and loitering; and * Investigates any unusual incidents or suspicious conditions on Authority property; and * Approves all arrests. MARGINAL FUNCTIONS Researches, develops and implements in-service training; serves as liaison with social services agencies; monitors and develops information for computer-based data processing systems. MINIMUM QUALIFICATIONS Graduation from a POST-certified academy; and completion of 48 semester units of college in criminology or a related field; Three years of experience performing the duties of a Police Officer or Senior Police Officer at the Oakland Housing Authority; OR four years of experience as a peace officer, one year of which must be in a supervisory or lead capacity; Maintain POST BASIC certification while employed as a peace officer per Senate Bill 2 and California Government Code 1029 regulations; AND a valid California driver's license and an insurable driving record. Bilingual skills in ASL, Mandarin, Cantonese, Vietnamese and/or Spanish are a plus. KNOWLEDGE, SKILLS AND ABILITIES KNOWLEDGE OF: Principles of effective supervision, the legal rights of citizens, laws of arrest and rules of evidence, court procedures, computer-based data processing systems. (Knowledge of the California Penal Code is desirable). SKILL IN: Effectively organizing, monitoring and analyzing a large volume of administrative matters, supervising a staff of peace officers and radio dispatchers, writing narrative performance evaluations and recommending disciplinary actions, the safe handling of firearms, preparing detailed, clear and concise written reports suitable for use in legal proceedings. ABILITY TO: Analyze and deal effectively with emergency situations and make sound judgments, communicate effectively, both orally and in writing, and other abilities as specified in the State of California Division of Industrial Accidents form RB-91 for this classification. For some positions, an experience/training rating and/or written evaluation of candidates will be used in lieu of the oral examination. The names of the highest-ranking candidates will be placed on the List of Qualifiers, and the final selection will be made from this List. College degrees or units required for the position will be verified prior to final appointment. If this information cannot be verified for a candidate, the candidate's name will not be placed on the List of Qualifiers. All appointments are subject to the approval of the Executive Director. All prospective employees must pass a physical examination and drug screening by an Authority-designated physician. A pre-employment criminal history background check will also be conducted for all positions. For positions requiring use of an Authority vehicle, candidates' driving records will be checked prior to appointment. To be eligible for appointment, each candidate must possess a valid California Class C driver's license and a driving record acceptable to the Authority's insurer. All prospective employees must also provide proof of American citizenship, or legal resident status and the legal right to work in the United States. Prior to becoming permanent, new employees must successfully pass a probationary period. BENEFIT INFORMATION Employees of the Authority enjoy a competitive fringe benefit program. SICK LEAVE is accrued at the rate of one day per month. VACATION LEAVE for new employees is accrued at the rate of 10 days each year. There are also fifteen (15) paid holidays each year. RETIREMENT - The Authority is a member of the Public Employees' Retirement System (PERS). The Authority also participates in Social Security. COMPETITIVE HEALTH, DENTAL, AND VISION INSURANCE is available. GROUP LIFE INSURANCE is fully paid by the Authority. Management, supervisory, professional and confidential employees are also entitled to a management benefit package allowance and five days of administrative leave per year.
