Help Duties As Deputy Assistant Commissioner, Office of Training and Development (OTD), you will support the Assistant Commissioner in leading OTD, at U.S. Customs and Border Protection (CBP). OTD's mission is to Train America's Frontline. It accomplishes this through a systemic and systematic approach to ensure that training supports CBP's law enforcement, national security, and economic missions, while meeting the needs of a diverse and widely dispersed workforce. You will oversee: the establishment of standards and policies for designing, developing, delivering, and evaluating training; the management of a Learning Management System and all on-line, e-training content; the management of CBP's accreditation, voluntary education, and tuition assistance programs. OTD accomplishes its mission with seven national Academies/Training Centers (Advanced Training Center; U.S. Border Patrol Academy; CBP Field Operations Academy; Air and Marine Operations Academy, Trade and Cargo Academy two Canine Training Centers), and seven Centers of Excellence/Divisions (Leadership Development, Distance Learning Center, Instructional Design Center, Workforce Care Training Center, Executive Training Center, Financial Operations Division and Human Operations Division). You will advise on all matters pertaining to the principles and techniques used in designing training programs, developing design strategy and models, and the application of methods needed to improve instructional effectiveness. You will oversee the development and implementation of program standards and guidelines affecting broad, emerging, and/or critical agency problems. You will advise the Assistant Commissioner, OTD, and other agency officials, on OTD's major operating and training programs. You will establish and maintain a close and continuing liaison with key agency officials and other agencies, learning institutions, professional societies, and the law enforcement community. Probationary Period: You will serve a one-year probationary period unless you previously completed the probationary period in the SES. Basic Requirements - Mandatory Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: * Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. * Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. * Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. * Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. * Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. Technical Qualifications - Mandatory 6. Expert knowledge of and demonstrated ability to lead a large, complex organization in planning, designing, developing, implementing, and evaluating innovative training and development programs. Additional information Relocation Bonus: CBP may authorize a relocation bonus (not to exceed 25% of basic pay) for an eligible selectee. A service agreement would be required upon appointment. Relocation Expenses: We may choose to pay your relocation expenses in accordance with Federal Travel Regulations. Travel: Overnight travel may be required on a regular basis.
