What You Will Be Doing You will function as a key member of the Office of Workforce Investments, making recommendations about complex cross-sector, systems-level decisions to leadership. You will lead statewide efforts to develop, expand, and align sector-specific workforce development initiatives in Oregon's multi-agency, multi-sector workforce system. You will be responsible for making policy, operation and budget recommendations for workforce development efforts in several key industries throughout Oregon. These key industries may include: construction, leisure and hospitality, maritime, wood products, transportation, education, and others. Duties Include System Improvement * Participate in multi-agency, multi-sector efforts to increase efficiency and alignment of Oregon's workforce development system. * Lead efforts to establish, develop, and grow strategic partnerships around industry-specific workforce needs. * Provide technical assistance to local workforce development boards and workforce service provides around industry partnerships and strategies. Operational Research and Evaluation * Develop research and evaluation projects to identify workforce development system trends, barriers, and functions to clarify workforce development system requirements and recommend operational and systems change. * Develop mechanisms for consistent, credible information gathering at an industry-wide and statewide level. Program Analysis * Develop short-range and long-range goals for statewide workforce development programs. * Analyze and evaluate numerous workforce programs and make recommendations to upper-level managers based on information gathered through monitoring and tracking of workforce programs, studies and performance data. * Research, compile, and disseminate programmatic workforce development best practices for industries in portfolio from regional, statewide, and national efforts. Legislative and Policy Analysis * Analyzes existing workforce development policies to understand benefits, drawbacks, and unintended consequences. * Makes recommendations for new workforce development system policies or changes to existing workforce system policies related to industries in portfolio. * Track and analyze state and national workforce development legislative activities related to industries in portfolio. Project Management * Plan, coordinate, and lead operational and systems improvement projects related to workforce development needs. * Identify project scopes, desired outcomes, and performance metrics. * Monitor and track project budget, schedule and performance. Minimum Qualifications (Required Skills) A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and two years professional-level evaluative, analytical and planning work specific to program administration, workforce development initiatives, or a related field. OR; Any combination of experience and education equivalent to five years of professional-level evaluative, analytical and planning work specific to program administration, workforce development initiatives, or a related field. The Fine Print Salary Range: The range listed is the Non-PERS salary range. Public Employee Retirement System (PERS) participating members will have their base salary increased by 6.95% and pay a 6% employee contribution to PERS.
