General Description of the Position THIS POSITION IS 100% GRANT FUNDED The Senior Accountant-Restricted Funds Accounting position for the College of Agriculture, Science & Technology (CAST) serves as the lead on various grant audits and other special regulatory compliance, including assistance with the year-end Single Audit and SEFA preparation. The position participates in the development and enforcement of University policy and procedures and leads efforts for process improvements. This position has frequent contact with Restricted Funds Accounting (RFA), budget managers, the Office of Sponsored Program, (OSP), Principal Investigators (PIs), and other departments across the University. The Senior Accountant also oversees the work of the Budget Analyst, and student assistants as applicable. This position participates in the overall financial team effort to provide quality service to CAST and all university constituencies. Essential Functions & Required Knowledge, Skills and Abilities The following are the functions essential to performing this job: 1. Supervision, Reconciliation, Reporting & Compliance. 2. Monitors grants for compliance with regulatory/sponsor requirements and University policy and procedures, including set-up or review of newly established grant awards or amendments, coordinating and monitoring grant-related processes, preforming salary reallocations when requested, monitoring sub-recipients, oversight and grant closeout analysis, preparation or review of grant invoices or financial reports, account charge inactivation, audit assistance for the Single Audit, and grant reconciliations. 3. Written policies and procedures, training, problem-solving, liaison with university departments). Participates in/leads training program for PI's, works with PI's and ORS. 4. Resolves issues related to assigned grant invoices and interim and final reports (SF-425, etc.), performs budget error analyses and journal entry adjustments, develops related University policies and procedures and leads efforts for process improvements. 5. Prepares and submits periodic invoices and request funds from grant agencies. 6. Maintains accounting system regarding restricted revenue. 7. Coordinates entries for fiscal year-end closing of restricted funds. 8. Assists personnel with monitoring regulations, guidelines, procedures, etc. 9. Reconciles restricted fund balance sheet accounts. 10. Prepares and distributes periodic financial reports for grant expenditures in compliance with federal, state and county reporting requirements. 11. Monitors cash flow forecasting based on respective grant operations; submits reports to respective grant agency. 12. Works with outside auditors during annual audits and pre-audits. 13. Serves as lead with external auditors of federal, state and county grants. 14. Reviews fiscal portion of grant proposals prior to submission. 15. Performs other duties as assigned. Qualification Standards 1. Bachelor's degree in Accounting or a related degree with equivalent experience. 2. Minimum of 2-5 years' experience in Accounting. 3. CPA or MBA preferred.
