Job Title: Project Manager and Quality Management System Subject Matter Expert (SME) Job Location: Washington, DC, USA Last day to apply: 30-Oct-2023 Job Type: Onsite ANGARAI - Project Management firm based out of College Park, MD. Job Description: The Project Manager and Quality Management System SME shall be responsible for managing the team to provide all program deliverables under the direction of the Senior Quality Program Manager and will be responsible for analyzing, enhancing, and implementing quality management processes, ensuring compliance, and driving continuous improvement initiatives within the department. Major Roles and Responsibilities: The roles and responsibilities include but are not limited to: * Conduct a thorough analysis of the Department's quality management system, identifying gaps, and proposing improvements in alignment with client's structure. * Collaborate with Department leadership to finalize quality management enhancements, create detailed project plans, and assess resource requirements for sustained quality management. * Develop and maintain a comprehensive Quality Management Plan, addressing 15 key quality areas, and create associated tools, including procedures and checklists. * Establish and monitor Key Performance Indicators (KPIs), utilizing a quality management dashboard and data reporting for consistent quality assessment. * Conduct quality audits, provide regular reports, and assist in addressing regulatory corrective actions, ensuring adherence to industry standards and best practices. * Develop and implement training programs for both existing and new initiatives, ensuring the department is well-equipped with necessary skills and knowledge. * Facilitate continuous improvement initiatives, collaborating with cross-functional teams, and revising quality management plans and documents as required to enhance departmental efficiency and quality standards. Minimum Qualification and Experience: * Graduation from an accredited college or university with a bachelor's degree in Engineering, Transportation, Planning, Business, or related field; * A minimum of 10 years of experience developing quality programs compliant with Federal Transit Authority (FTA) Quality Management System requirements. * A minimum of 5 years of experience working with transit organizations to understand their processes in order to develop quality management programs applicable to their scope of services. * A minimum of 7 years of experience in technical writing, preferably for infrastructure planning and/or engineering projects. * Experience organizing and capturing technical information in document standards, rules, SOPs, and handbooks. * Experience working with controlled documentation. * Ability to extract information from key stakeholders, and to communicate the information in written form. * Strong skills in MS Office and experience with SharePoint Library Management. * Strong verbal, written, and electronic communication skills. * Experience leading a team and working under tight deadlines. * Six Sigma Black Belt Certification (CSSBB) * American Society for Quality (ASQ) Certified Quality Engineer (CQE) certification; and * ProCore software experience preferred. * Experience in Transportation, more specifically Communication and Signaling will be an added advantage.
