JOB SUMMARY This position administers portions of the Zoning Ordinance and coordinates development actions under the direction of the Planning Director. MAJOR DUTIES * Guides developers, contractors, and applicants through the City review processes * Manages submittal and comment schedules for HPC and staff-level projects. This includes preparation and distribution of agendas, staff comments, packets, public hearing notices, etc. * Attends Planning Commission meetings, transcribes and maintains meeting Minutes * Coordinates information exchange for BOMA projects. This includes preparation and distribution of development ordinances and resolutions, annexation ordinances, plans of service, and required public hearing notices * Prepares ordinances for the closure of streets and vacations of right-of-way, advertises for required public hearings, and coordinates all activities with the corresponding property owners to deed abandoned right-of-way * Utilizes GIS software to create maps and mailing labels for public hearing notices * Coordinates final plat review and recording process with the Sumner County Register of Deeds. This includes coordination of Development Agreements and surety information connected to the plat * Interprets and applies the Hendersonville Zoning Ordinance and other regulations to issue Zoning Permits, Minor Home Occupation Permits, and Temporary Sign Permits. Issuance requires wide variety of data entry into EnerGov database and use of GIS and mapping software * Advises public of existing zoning districts, permitted uses, and procedures to add/amend uses * Utilizes GIS software to evaluate plats, aerial photographs, and available development plans to determine feasibility of subdividing property and land use * Researches and provides zoning information/history for particular properties in the form of a Zoning Verification Letter. This includes the fulfillment of Records Requests * Prepares and processes documentation pertaining to department purchasing activities. This includes filing Purchase Orders and Check Requests with the Finance Department * Manages personnel travel budget records and files requests with Planning Director * Coordinates department budget with Planning Director * Prepares and processes documentation pertaining to department payroll and personnel activities * Manages department personnel records * Coordinates personnel evaluation schedules * Coordinates Planning Commission Activities & Training Meetings * Assists citizens at front desk window and via phone by answering questions and directing to appropriate department personnel * Performs general clerical tasks including filing, typing correspondence, working on spreadsheets, making copies, scanning, and filing documents * Performs other related duties as assigned, including assisting with single-family zoning permit review * Assist in the administration of Zoning Ordinance and Subdivision Regulations provisions relative to the issuance or denial of Use and Occupancy permits including the administration of bond requirements * Assists with the administration of Zoning Ordinance provision relative to sign standards, including issuance of sign permits KNOWLEDGE AND SKILLS REQUIRED * Knowledge of the development process * Knowledge of City zoning and development ordinances and subdivision regulations * Knowledge of City policies and procedures * Knowledge of department policies and procedures * Skill in organizing and prioritizing work * Skill in operating such office equipment as a computer, large and regular format copier and/or plotter * Skill in operating a computer and related software, including word processing and spreadsheets; ability to learn other planning related software applications * Skill in public relations * Skill in oral and written communication * Knowledge of correct grammar and usage * Skill in performing multiple duties simultaneously * Skill in working effectively with a team SCOPE AND EFFECT The purpose of this position is to provide technical assistance to the department. Successful performance helps ensure that construction in the City meets established standards of quality and safety and sets trends for future growth. PHYSICAL DEMANDS AND WORK ENVIRONMENT The work is typically performed in an office while sitting at a desk or table. SUPERVISORY CONTROLS: This position reports directly to the Planning Director. SUPERVISORY AND MANAGEMENT RESPONSIBILITY: None MINIMUM QUALIFICATIONS * Associate's Degree or 70 hours completed toward a Bachelor's Degree required in a course of study related to the occupation field * Sufficient experience to the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for 2-3 years * Possession of or ability to readily obtain a valid Driver's License issued by the State of Tennessee for the type of vehicle or equipment operated FLSA Status: Non-Exempt Pay Grade: 14
