This is a Position-Based Test conducted in accordance with CSC Rule 111A. Controller's Office - Budget & Analysis Division (BAD) What we Do We work on technical development and production of the City's annual budget, including forecasting tax revenues, projecting and budgeting labor and benefit costs, and assisting the Mayor and Board of Supervisors with costing and budgeting of policy initiatives. We manage the City's adherence to financial policies and voter-approved spending requirements, and produce quarterly budget status updates, forecasts, and various fee-related reports. We also do property tax revenue apportionment, rate setting, and reporting, place special assessments on property tax bills, and process the Assessor's changes to prior and current year property tax rolls. How we work We produce a range of documents relating to the City's budget, revenues and expenditures, and the fiscal condition of the City. Some are technical in nature, such as the Budget Instructions departments use to prepare their annual budgets. Our office works to ensure the City's financial integrity and to be a model for good government. Our team is uniquely situated in the City's financial ecosystem; team members contribute to policy development, budgeting, accounting, administration, and financial reporting from a citywide perspective. Our work is integral to the development of the City's $14+ billion budget. Position Description: The Assistant Citywide Revenue Manager works closely with the Citywide Revenue Manager to forecast and monitor the City's revenue and expenditure budgets, prepare regular reports of the City's financial condition, and perform a variety of complex budgetary, financial, and legislative analyses. Responsibilities include but are not limited to: * Projection and analysis of revenues, Charter-mandated spending requirements, and reserves. This includes working with stakeholders to manage local tax revenues in general and special purpose funds, and implementing and maintaining the City's more than twenty Charter-mandated spending and reserve requirements from budget development to the final accounting close. * Financial reporting. This position will assist in preparation of periodic reports of the City's financial condition, including the 5-Year Financial Plan and Update, bond official statements, Six- and Nine- Month Budget Status Reports, Revenue Letter, master fee schedule and fees certification, and development impact fee report. * Supervision and project management. The Assistant Citywide Revenue Manager will manage projects; train and mentor division staff, particularly on accounting issues and procedures; prepare legislation as necessary; and may represent the department at meetings and hearings. * Complex, ad hoc analytical projects. This position will work with the division staff on complex analytical projects as they come up. Applicants will need to be ready to engage deeply on budgetary, accounting, economic, financial and legislative matters. * This position reports to the Controller's Office Budget and Analysis Division Citywide Revenue Manager. The position will include ad hoc projects and other duties as assigned. Overtime work will be required during the budget season and other critical financial periods. Ideal Candidate This work requires strong analytical skills; the ability to multi-task and shift priorities quickly and effectively; supervising, reviewing, and making budget and accounting system entries; comfort with technical details as well as big picture concepts; strong oral and written communication skills with a variety of audiences at all levels of expertise; public contact; working a full-time schedule; establishing, maintaining and fostering strong working relationships with those contacted in the course of work; flexibility; and effectively managing stress of last minute projects. How to qualify Possession of a baccalaureate degree from an accredited college or university and seven(7) years of full-time equivalent experience performing professional level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series. Substitution: Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience. Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year. In addition to the Minimum Qualifications listed above, this position has additional requirements. In order to qualify for any of this position, applicants must meet the following Special Conditions: * Three (3) years experience in Excel Finance/Budget: Microsoft Excel experience performing complex functions of a financial and budget nature, including database development and maintenance, crafting Pivot tales utilizing massive databases from outside sources, use of lookup tables, graphing of spreadsheet data, linking spreadsheets and tables, use of complex formulas using statement logic, template development, subtotaling data, and data sorting, merging, grouping and filtering features within spreadsheets. * Three (3) years experience of Budget Administration: Recent verifiable experience in all the following areas of budget administration: development of guidelines, preparation of background material for presentation to the Mayor and Budget Analyst of the Board of Supervisors or to senior management of an organization, and monitoring and reporting on budget variance. Desirable Qualifications: The stated desirable qualifications will be used to identify job finalists at the end of the selection process when candidates are referred for hiring. * Possession of a master's degree from an accredited college or university, preferably with major coursework in public policy, public administration, business, accounting, finance, statistics, economics, or a closely related field; * Advanced knowledge of budget systems software applications, governmental accounting, governmental budgeting, and the City's accounting policies and procedures; * Experience with the City's financial ecosystem, including accounting operations, budget process, and debt issuance. * Experience in legislative analysis; * Experience working with large financial and budget information systems as well as relevant databases; * Proficiency with MS Office applications; * Four (4) years of progressively increasing experience with a public or nonprofit organization; * Experience preparing and maintaining user training materials and documentation. * Demonstrated strong analytical, planning and organizational skills and abilities; * Strong oral and written communication skills; * Accounting experience, including drafting and reviewing journal entries related to the budget * Ability to effectively and efficiently coordinate multiple tasks and competing priorities; * Ability to effectively interact with internal and external City personnel and outside vendors and contractors. * Creative problem-solving skills in new and untested situations such as during implementation of new revenues, baselines, and reserves. Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only.
