ABOUT THE POSITION The County of Riverside seeks candidates to fill positions throughout Riverside County. A list of eligible candidates will be established to fill current and future vacancies. The Riverside County Flood Control and Water Conservation District has an opportunity for a Senior Engineering Technician for their Watershed Analytics/Hydrologic Data Collection division. The Senior Engineering Technician oversees the installation, maintenance, and repair of electronics and Supervisory Control and Data Acquisition (SCADA) systems, ensuring proper operation. They also troubleshoot issues with Radio Frequency (RF), electronics, hardware configurations, telemetry, and meteorological sensors. They should be a team leader, work independently in remote locations, and handling adverse weather conditions. The ideal candidate will have a background in hydrology, SCADA systems, and hydrologic databases (e.g., Hydrstra, NovaStar, and WSPG). Proficiency with hand tools and power tools is necessary. Experience with monitoring equipment, data analysis, and report writing is crucial. The Senior Engineering Technician is the advanced journey level classification in the Engineering Technician series, reports to an appropriate supervisory or manager level position, may independently plan and lead investigations characterizing environmental conditions and leading to the abatement of illicit connections and unpermitted discharges, provide timely responses to reported releases and emergency spills of contaminants to District facilities, maintain and deploy environmental monitoring equipment and instrumentation and undertakes program reporting and database management. Advancement to the Principal Engineering Technician level is obtained by competitive selection through an open recruitment. Work Schedule: 4/10, Monday-Thursday. Meet the Team! The Riverside CountyFlood Control and Water Conservation Districtprovides for the control and conservation of flood and storm waters and for the protection of watercourses, watersheds, public highways, life and property from damage within its boundaries. EXAMPLES OF ESSENTIAL DUTIES HYDROLOGY: * Coordinate the construction, installation, maintenance, and operation of climatic and hydrologic measuring devices and instrument shelters. * Direct the operation and maintenance of flood warning radio telemetry stations. * Analyze rainfall records for intensity, duration and time-period isohyetals and construct groundwater contour maps. * Maintain rain recording gauges; prepare and review various reports and correspondence pertaining to hydrologic and climatologic matters. * Maintain accurate records on all data collected. * Provide public and private agencies with basic climatological and hydrological data. * Installs, maintains, troubleshoots, and repairs electronic and SCADA systems hardware including the startup and verification of operation. * Reviews SCADA and automation designs for integration into system operation. * Work with multiple software applications using a variety of computer systems or platforms such as WSPG, and hydrologic databases (e.g., Hydstra, Novastar). * Construct, maintain, monitor and repair EWS (Early Warning Systems), including ALERT2, using Radio Frequency (RF) diagnostic tools. * Determine appropriate sensor upgrades for site maintenance and reliability. * Create reports for individual inspection rounds, end of year summaries and installations. * Program, monitor and maintain level data loggers. * Troubleshoot various systems via onsite field work or customer phone support. MINIMUM QUALIFICATIONS OPTION I Experience: Four years of sub-professional civil engineering experience, at least one year of which must have been at a level equivalent to a County of Riverside Engineering Technician II. (College courses from an accredited college or university in civil engineering or closely related subjects to the assignment such as land surveying, soils erosion, soils testing, blueprint reading, mathematics, computer graphics, or hydrology may substitute for up to two years of the non-specialized experience on the basis of 12 semester or 18 quarter units equaling one year of the required full-time experience.) OPTION II Education: A bachelor's degree from an accredited college or university in surveying engineering or civil engineering. AND Experience: One year of sub-professional engineering experience equivalent to a County of Riverside Engineering Technician II. OPTION III Certification: Valid Certificate of Registration as an Engineer-in-Training or Land Surveyor-in-Training issued by the California State Board of Registration for Professional Engineers. AND Experience: Two years of sub-professional engineering experience. ALL OPTIONS: License/Certification:Possession of a valid California Driver's License. Knowledge of:Understanding of hydrologic and general engineering principles, practices, mathematics, and construction materials and methods; use of hydrologic devices; Journey level knowledge of electronics and radio. Ability to: Troubleshoot problems (in less than perfect environmental conditions) related to Radio Frequency (RF), electronics, poor hardware configurations, telemetry, and various meteorological sensors. Analytic skills necessary for designing and troubleshooting control systems. Analyze complex data and prepare effective reports and recommendations; supervise the work of subordinates; establish and maintain effective working relationships with others. Physical Requirements:The job requires working in challenging weather conditions, including rain and heat, as well as the ability to lift, push, and pull equipment like batteries, radios, and control systems.
