At WorkForce WV, this position is in the Administration section, Board of Review unit.  This position will conduct administrative hearings in contested Unemployment Compensation (UC) claims to determine whether a claimant is entitled to receive benefits. Ensures individuals entitled to benefits are awarded in a timely, proper manner. Complies with timeliness and quality standards for hearings and decisions as promulgated by the Department of Labor. Explains the hearing procedures and relevant law to the parties, oversees the development of the record, receives sworn testimony, rules on admissibility of exhibits, rules on motions and objections, dictates a formal legal decision including findings of fact, conclusions of law, and discussion outlining the holding in the case. Applies extensive knowledge of WV law concerning UC benefits including statutes, case law, regulations, and agency policy to the facts of the case. Conducts legal research to see how a case should be decided. Maintains active WV law license and complies with ethics and Administrative Law Judge code of conduct. Keeps updated on changes in the law of unemployment compensation. Conducts both telephonic and in-person hearings, records the hearing, ensures the hearings are conducted in a fair and impartial manner following the rules of conduct of hearings.  Travel is required to hearing venues throughout West Virginia.
