The job opportunity As a Senior Vendor Manager you will be an advisor to its supervisor, the Senior IT Contracts Compliance Administrator, the leadership team, and the OFM Contracts team on research, recommendations and guidance for integration of new vendor partnerships and contractual arrangements to solve problems that require the development of creative/innovative vendor support solutions, including new methods/procedures/approaches participate in the development of scopes of work, contract terms and sourcing pipelines, contract change orders, compliance, and vendor relationship management strategies for all contract types. One Washington (OneWA), led by the Office of Financial Management, is an enterprise-wide transformation project focused on replacing 1960s-era technology with a cloud-based solution for finance, procurement, budget, HR, and payroll processes, utilizing Workday technology.  OneWA is a long-term, yet extremely fast-paced project anticipated to fully implement all phases by 2030. The project's core business hours are Monday through Friday, all project positions are full-time, and we offer some flexibility in schedules oriented around core business hours with prior supervisory approval. However, it is very common to regularly work beyond the typical 40-hour work week to meet the rigorous operational needs and business deliverables required for the go-live timelines. What you'll work on * Serve as the day-to-day primary vendor contact within OneWA and as the liaison between OFM Department staff and vendors to manage vendors and foster successful vendor relationships. * Collaborate with OFM Department staff to ensure contract SLAs, responsibilities and/or deliverable acceptance criteria are delivered and performed according to specifications.  * Gather and elicit feedback from OFM Department staff regarding vendor performance with minimal impact to staff work schedules. * In partnership with OneWA Budget Manager and workstream Project Managers, develops and maintains analysis and visualization tool for vendor budget burn-rate in relation to work percentage complete.  * Diagram or explain the relevant elements and issues with vendor Deliverable support relative to vendor obligations for resource skill and capacity scaling in sufficient detail during discussions and presentations, to foster a greater situational understanding among program and vendor leadership. * Ensure that each vendor meets contract and program criteria, according to established procurement compliance and state guidelines, through regular audits or when complaint risks or concerns may arise. * Conduct monitoring activities of insurance, background, and certification requirements on existing contracts and works with vendors to cure noncompliance. * Leverage understanding of IT software development lifecycle processes in association with software as a service, including anticipation of future needs, strategic direction, and impact on internal/external stakeholders to efficiently engage required SMEs in contract processes. * Manage and refine vendor lifecycle processes from problem definition and solicitation through selection, performance, and possibly amendment. * This position is eligible to frequently telework the majority of the time and is typically not required to report on-site. If required on-site, then your supervisor will do their best to make every effort to notify you at least 1 week in advance, with the exception of emergency/urgent situations. The default assigned work location of all One Washington project positions - both on-site and telework eligible positions - is within the State of Washington, *specifically at one of our two duty stations based in Olympia. What we need you to bring Required Qualifications Option 1: * Minimum of 7 years of experience in federal or state IT vendor management while in a project management or other leadership role. OR Option 2: * Bachelors degree in business administration, leadership, organizational development, project management, or information technology where course materials may include managing vendor relationships and two years of vendor management experience. AND * Demonstrated experience working under pressure and adjusting to rapidly shifting priorities. * Experience using SharePoint, Microsoft Teams, Word, Excel; Smartsheet preferred * Experience managing IT projects, deliverables-based contracts and multiple, simultaneous vendors. * Knowledge of: * Communication and collaboration practices. * Software as a Service implementations and Software Development Life Cycle. * Eliciting and writing business problem statements and associated business requirements. Desired Qualifications * Experience managing vendors for an Enterprise Resource Planning Software as a Service implementation. * Familiarity with Washington State Procurement and Contract Management policies.
