Summary
This position is located within the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Enforcement and Removal Operations (ERO), ICE Health Service Corps (IHSC), Office of the Deputy Assistant Director (DAD) of Health Systems Support (HSS). This is a non-supervisory position.
This position is only open to USPHS officers who are currently IHSC employees.

Duties
DUTIES AND RESPONSIBILITIES:
* As delegated by supervisory chain, incumbent carries out program functions and services for division's new facility construction, facility expansion and facility closure within IHSC and other division staffing services. Services include are not limited to the following: facility accreditation, facility equipment and supplies, facility electronic health record, and facility design. Duties include day to day managing, assessing, planning, developing, budgeting, implementing and evaluating assigned programs, reviewing, revising and/or writing policies, providing technical oversight on contracts, formulating and executing short and long range plans for optimum utilization of personnel, facilities and equipment, ensuring compliance with program regulations, maintaining records per program policy, chairing meetings, coordinating and/or managing programs within immediate organizational component, communicating and collaborating with and/or advising internal and external stakeholders, carrying out processes within component. The incumbent independently performs a variety of functions which include fact-finding, analyzing data, and resolving complex problems. Incumbent may serve as the primary contact for leading projects as assigned.
* Maintains awareness of program operational issues. Briefs and advises supervisory chain on program activities. Communicates program activities to agency leadership and stakeholders. Communication may require different formats (e.g., reports, oral reports, support materials),reoccurring frequency, and multiple communications based on stakeholder (e.g., custody). As necessary, the incumbent represents the office at briefings and meetings; and, coordinates meetings and presentations.
* Maintains and validates program operations data and databases as directed by supervisory chain. Incumbent utilizes agency resources to manage data, conduct analytical studies, and report data (e.g., monitoring systems, database applications) on operational processes.
* Tracks both routine and uncommon deadlines to ensure timely submission of responses and actions. Manages incoming actions and requests from initial receipt to completion.
* Participates in policy making, planning/management decisions, and processes that impact program operations and services. Participates in program's strategic and long range planning efforts.
* Conducts hotlist inventory of supplies, equipment, and furniture for new and transitioning facilities. Ensures all property is received and/or disbursed. Assembles and disassembles equipment and furniture. Orders and prepares the shipment of equipment, supplies, and furniture as directed.
* Maintains awareness of available resources and making budgetary and projection recommendations to appropriate leadership.
* Provides local and agency support when requested for staffing demands (e.g., clinical provider).
* Travel shall be required up to 30%.
* Follows supervisory chain of command.
* Other minor duties as assigned.

Education
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
* Bachelor's degree in a health care related field, health care administration, financing, business or computer science. Master's degree preferred, not required.
* If the incumbent holds a clinical license, it is the responsibility of the incumbent to fulfill the obligation(s) of their licensing or certifying body to maintain current status. This position may require the incumbent to perform clinical activities within the scope of clinical license in times of critical needs within the agency.
* Minimum three years of program management services professional experience.
* Maintains clinical professional skills via continuing education opportunities and aid in Temporary Duty support as needed.
* Maintains basic readiness status.
* Maintains Basic Life Support for Healthcare Providers certification.
* Ability to exercise a high degree of independence, initiative, judgment, and follow-through on a broad range of sensitive, complex administrative tasks.
* Flexibility and adaptability to sudden changes in schedules and work requirements.
* Knowledge and skill in Microsoft Office programs.
* Knowledge of ICE and IHSC, program policies and guidelines, operating procedures, and various departmental initiatives preferred, not required.
Additional information
This position is located within the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Enforcement and Removal Operations (ERO), ICE Health Service Corps (IHSC), Office of the Deputy Assistant Director (DAD) of Health Systems Support (HSS), and IHSC Health Operations Plans and Programs Unit. The incumbent is supervised by the Chief of Health Operations Plans and Programs Unit. This is a non-supervisory position.
The program manager's primary responsibility is to analyze, evaluate, advise and coordinate the establishment of division new facility construction, facility expansion and facility closure within IHSC and other division staffing services.
IHSC has a multi-sector, multidisciplinary workforce of more than 1600 employees, including U.S. Public Health Service (PHS) commissioned officers, federal civil servants, and contract staff. The IHSC provides on-site direct patient care to ICE detainees at 20 detention facilities throughout the country and manages the provision of off-site medical care for detainees housed in approximately 240 additional Intergovernmental Service Agreement (IGSA) facilities. The ICE detainee population is approximately 34,000 detainees on a daily basis, with an average length of stay of approximately 30 days, and over 400,000 detainees annually. The IHSC also provides medical support during ICE enforcement operations in the air, on the ground and at sea.
