What will I be doing?
The Principal Planner with the Project Selection and Programming Team in the Transportation Department of the Houston-Galveston Area Council (H-GAC) will assist the Program Manager or lead various activities pertaining to the programming and selection of projects funded through the H-GAC Metropolitan Planning Organization's Transportation Improvement Program (TIP). This includes, but is not limited to, activities supporting the development of the TIP and 10-Year Plan, monitoring and programming federal funding, conducting the Project Selection Process, managing the transportation project database, overseeing amendment processes for the TIP and Regional Transportation Plan, coordination regarding the Statewide Transportation Improvement Program (STIP), and coordinating with staff across multiple departments of the Houston-Galveston Area Council.
ü Coordinate and work with staff from multiple agencies, such as TxDOT, FHWA, and FTA, including facilitation of regular meetings with staff, as needed.
ü Prepare meeting materials, facilitate, and/or deliver presentations to various committees on a regular basis.
ü Attend and monitor relevant meetings on a regular basis, such as Texas MPOs (TEMPO) and Texas Transportation Commission.
ü Assist other Transportation Department program managers and cooperatively work with staff from multiple agency departments, as needed.
ü Work with the TIP Subcommittee to develop and lead project selection processes consistent with the Transportation Policy Council's (TPC) guidance for programming projects in the TIP & 10-Year Plan.
ü Every other year lead the development of the 4-year TIP and 10-Year Plan list of projects every other year.
ü Lead development, maintenance, and distribution of the various project listings, including inter-agency and internal coordination.
ü Lead the MPO's activities as related to the STIP, such as submitting TIP amendments to TxDOT and ensuring accuracy and consistency of quarterly STIP submissions.
ü Update and maintain the Transportation project database.
Key Qualifications
ü Experience conducting project selection or project prioritization process is desired.
ü Experience preparing qualitative and quantitative analysis of transportation projects is desired.
ü Experience with ArcGIS or other mapping programs.
ü Experience with database management is desired.
Do you have…
ü Bachelor's degree in an applicable academic discipline or related field of study.
ü 5 years of experience working with local government, nonprofit programs, school or in job related duties.
Preferred Qualifications
ü Degree from accredited university in Urban and Regional planning or related fields.
ü Experience working with a Metropolitan Planning Organization, Council of Governments, State DOT, or City/County planning department.
