Duties
This job announcement will remain open for 12 calendar days. The initial application review cut-off for this job announcement is 75 applications. Supervisory Probationary Period: Applicants selected for this position may be required to serve a one-year supervisory probationary period. Failure to successfully complete the supervisory probationary period will result in the employee being reassigned to a position in the agency of no lower grade and pay than the one the employee left to accept the supervisory or managerial position.
Major Duties:
* Interprets Federal and VA regulations, laws, directives and standards as they relate to determining impact on financial systems within VA. Establishes and maintains internal controls for the VA Managerial Cost Accounting Program for all Administrations.
* Provides technical advice or expertise relating to operational review and oversight of financial data systems within VHA, sharing information and data with Program Officers and with the VHA Chief Financial Officer as well as other key officials to keep them informed on issues affecting VHA financial operations.
* Makes oral and written presentations to various senior executives including, but not limited to the Senior Leaders in Veterans Health Administration, Veterans Benefit Administration, National Cemetery Administration and the Assistant Secretary for Management, and other interested parties discussing operational deficiencies and recommending corrective actions to improve operations.
* Establishes goals, objectives and priorities within this organization; establishes long and shortrange plans; determines and allocates resources; organizes and assigns work; delegates authority to subordinate supervisors; evaluates performance; selects subordinate staff members; and, resolves personnel problems within the organization.
* Reviews, analyzes, and evaluates current procedures, policies, plans, and guidelines to more effectively support financial and managerial cost accounting operations, to develop oversight models and make recommendations to the CFO based on these analyses. Serves as Business Sponsor of the VA's MCA system, the Decision Support System (DSS), and repository of VA MCA data.
* Coordinates with VA Office of Information Technology to ensure the information system is funded, staffed and security standards are in place and defines expectations to provide consistent oversight for reporting production and data sharing for MCA.
* In carrying out these responsibilities, directs the activities through field staff, ranging in grade from GS-9 to GS-15 staff, with staff located at multiple field locations.
Work Schedule: Required to work Monday through Friday, 7:30 am to 4:00 pm
Compressed/Flexible: At hiring managers discretion.

Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-15 position you must have served 52 weeks at the GS-14.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. You may qualify based on your experience as described below:
GS-15 Specialized Experience: You must possess at least one (1) full year of specialized experience, which equips you with the particular knowledge, skills, and abilities to perform successfully the duties of the Financial Manager, GS-15 position, and that is typically in or related to the work of the position to be filled. To be creditable, this specialized experience must have been equivalent to the GS-14 level in Federal service to qualify at the GS-15. In order to meet the minimum qualifications for this position, you must meet 4/7 of the following examples of specialized experience. Examples of specialized experience include:
* Skilled in the knowledge, interpretation, and use of MCA directives, policies, and guidelines to direct and train staff and all levels of management on proper maintenance, auditing, and utilization of MCA.
* Expert knowledge of the major subsystems of the DSS software with extensive knowledge of all modules and reporting modules of DSS.
* Expert knowledge of management principles, organizational theory, and techniques of analyses, modeling, budgeting, and evaluation, along with knowledge of standardized administrative practices and procedures.
* Knowledge and understanding of accounting systems and extensive and detailed knowledge of workload and clinical data in pertinent computer systems.
* Supervisory experience that included planning and assigning work, evaluating work performance, giving advice, counsel, or instruction.
* Experience providing oral and written presentations of cost accounting data to senior executives.
* Advanced knowledge of management and principles and the tools of MCA processing, mapping, and evaluation.
Note: Evidence of specialized experience must be supported by detailed documentation of duties performed in positions held on your resume.
