This position oversees the day to day operations of the Earl Carl Institute’s Center for Criminal Justice. This position is primarily responsible as the Supervising Attorney and Student Instructor for the Thurgood Marshall School of Law Innocence Project. Essential Duties Summary
Manages day-to-day operations of the ECI-Center for Criminal Justice. Oversight of the Thurgood Marshall School of Law Innocence Project including investigations and litigation of actual innocence cases. Develops and implements an organizational plan/plan of action for the ECICenter for Criminal Justice. Develops programs and alliances with various governmental entities at a local, state and federal level to advance the Center’s mission and the development of the students. Assists other ECIstaff with research and writing projects related to criminal justice reforms. Serves as the primary source for coordination of community education programs related to indigent defense. Serves as the primary source for the research and development of criminal law and public policy articles, studies, papers, and reports in related areas. Performs other job-related duties as required.
Knowledge, Skills, and Abilities
Requires excellent legal skills as well as superior organizational, written and oral communications skills. Must have the ability to use personal computers and Microsoft Office software such as Word, Excel, PowerPoint and Publisher; as well as other software typically used in the professions such as Westlaw, Lexis/Nexis, ProDoc or similar. Experience using CLIO and Google Forms is a plus.
Work Experience
Requires five (5) to seven (7) years of related experience, including post conviction practice. The successful candidate should be able and willing to explain all legal issues and options in a manner that allows the client to make thoroughly informed decisions. They should be will to guide and explain the process including identifying all appropriate steps. They should be well conversant with all applicable laws.
Leadership/Supervisory Responsibilities
Assist the Director in supervising and directing the work activities of the staff in the Institute's Juvenile Justice Project and the Thurgood Marshall School of Law Innocence Project. Supervise student attorneys and provides overall direction and expectations for the ECIProjects. This position reports to the Institute's Director.
Work Complexity/Budget Authority
Tasks are multiple and diverse with some interrelationship across processes. Handles some unrelated functions. Work requires the direct application of a variety of procedures, policies and/or precedents. May monitor budget activities but no responsibility for budget and expenditure authority.
Independent Judgment/Decision Making/Problem Solving Skills
Develops objectives and general policies and procedures for a specific program or functional area of responsibility within general scope of established operational goals and plans. Day-to-day work and decisions do not require direction or review by immediate supervisor. Frequently solves complex problems. End results are reviewed by supervisor. Strategic issues are referred to supervisor.
Personal/Organizational Contacts
Regular and substantial contact with others. Contacts usually involves discussions related to policies and programs and may include proposal or grant writing, negotiation with vendors, solicitation of financial donations for the University, and the like. Handles sensitive, complex, and for confidential information.
Customer Service Relationships
Assesses and diffuses problem situations and requires influencing other to reach consensus. Requires tact and diplomacy to handle difficult customer situations. Requires advanced interpersonal and communication skills to establish and maintain internal and external customer relationships. Explores alternatives and creative solutions to meeting the needs of the customer.
Working/Environmental Conditions
Work is performed within routine office environment with no exposure to hazardous or unpleasant conditions. Physical demands are usually limited to sitting or standing in one location much of the time. Some stooping, lifting or carrying objects of light weight may be required.
JD degree required. Must be licensed by the State Bar of Texas. Federal court licensing is a plus.
