Summary Objective The purpose of this position is to advise, explain and provide information to agencies and the public on community planning and implementation policies, regulations, ordinances and the Comprehensive Plan. Review site plans and inspect properties and study areas to identify and analyze planning issues and potential solutions. This class works under general supervision, independently developing work methods and sequences. Essential Functions The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary. * Presents findings on community planning, zoning, subdivision and land development projects at public hearings and meetings of the Planning Commission, Board of Zoning Adjustment and related committees. * Coordinates community planning and zoning projects with governmental agencies, utility company representatives, engineers, and transportation agencies. * Inspects sites and analyzes proposed developments and urban planning projects to determine impact on the community and compliance with the Comprehensive Plan. * Provides technical assistance and instruction concerning community planning, multi-modal transportation, and implementation of laws, regulations, ordinances, principles, procedures and activities. * Confers with elected officials and advises the public on community planning, zoning and subdivision problems, issues and concerns. * Conducts pre-application conferences with zoning and subdivision applicants or their representative. * Analyzes proposals for zoning changes, subdivisions and conditional use permits for compliance to regulations, Comprehensive Plan, neighborhood plans, historic district plans, and targeted areas for air pollution and traffic concerns. * Prepares reports on community planning alternatives and recommendations, neighborhood studies, zoning changes, variance and waiver requests, conditional use permits, site and subdivision plans, appeals, non-conforming uses and other land use issues. * Manages multi-agency review process for proposals going before a Board or Commission. * Leads research and drafting of land development code regulatory ordinances. * Performs related work as assigned. MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS * Bachelor's Degree in Urban Planning, Architecture, Engineering or related discipline. * Two (2) years of urban and regional planning; comprehensive or functional community planning, or multi-modal transportation community planning experience or an equivalent combination of education, training and experience.  PHYSICAL DEMANDS Physical demands refer to the requirements for physical exertion and coordination of limb and body movement. * Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations. UNAVOIDABLE HAZARDS (WORK ENVIRONMENT) Unavoidable hazards refer to the job conditions that may lead to injury or health hazards even though precautions have been taken. * None.
