Duties Description About OGS
The New York State Office of General Services (OGS) provides essential support services for state government operations. We are a diversified organization that delivers a broad spectrum of services to state agencies, local governments, and the public, including building management and maintenance services for 49 major office complexes and buildings statewide, including the state Capitol; managing leases of privately held real estate used for state purposes; architectural, engineering, and construction management services, hosting cultural programs at our facilities, and more.
OGS facilitates the work of New York State agencies, the Legislature, and the Judiciary and supports local governments, eligible nonprofits, school districts, and public authorities. The agency provides services by developing and managing efficient, cost-effective, and environmentally sustainable programs and activities. Critical services are delivered by partnering with New York State businesses and presenting them with significant economic opportunities through their participation in state contracts administered by OGS for commodities, services, and technology.
The BSC is New York State's central office for processing human resources and finance transactions common across agencies and is comprised of three distinct operational units. More than 44,000 state employees, among 58 agencies, are supported by the BSC's HR services. Further, the BSC supports the financial transactions of 70 Executive agencies and Commissions ensuring that the state has uninterrupted access to the commodities and services needed to support state operations. Services are delivered by a highly motivated workforce committed to providing exceptional customer service.
About the role
OGS is committed to developing a strategic, data-driven approach to managing the agency customer service and transactions for New York State. This strategic approach to centralized transaction processing requires effective, forward-thinking, and dynamic leadership. It also requires exceptional, thoughtful management of the NYS Business Services Center and its people.
Duties:
Under the direction of the Deputy Commissioner for Shared Services, the Associate Commissioner for the Business Services Center & Chief Business Services Officer is a member of the agency's executive leadership team and is responsible for overseeing a centralized, quasi-control office which handles transactional human resources and financial administrative functions for over 70 Executive state agencies. The Associate Commissioner must provide transformational management, governance, and delivery of services meeting agreed upon customer Service Level Agreements. In this role, the incumbent will regularly interact with senior NY State stakeholders within the Executive Branch of NYS government as well as control agencies, such as the Office of the State Controller and the Office of the Attorney General. The incumbent must provide continued optimization of function to achieve efficiencies without compromising exceptional client service. Leading a large organization of over 450 staff members, the Associate Commissioner closely oversees functions and services that are both central to our agency's core mission and critical to the functioning of State government. This role also serves as an advisor and partner to the Commissioner and OGS senior executives on matters related to the administrative processing and customer service, and an advisor to leaders of other executive agencies on in pursuit of their agencies' missions.
Duties will include, but not be limited to, the following:
Shared Services Strategy
* Provide visionary leadership to a diverse team of leaders, managers, and staff across the Business Services Center, fostering a collaborative, customer-focused, and high-performance culture.
Leadership and Management
* Manage and oversee operations across Business Services Center including setting and communicating strategic direction, establishing service level targets and benchmarks, and setting annual performance goals.
* Set clear performance expectations, conduct regular evaluations, and provide constructive feedback to ensure team effectiveness and accountability.
* Align staffing and divisional goals with the OGS strategic plan, the agency's vision, and legislative mandates.
* Lead and mentor subordinate leaders and team members, offering guidance and professional development opportunities to enhance their skills and career growth.
* Oversee annual planning for each of the Business Services Center's units and its annual budget and spending plan, including personal and non-personal service requirements; and
* Lead staffing and selection for critical leadership positions within the Business Services Center.
Business Services Center Operations
* Design and implement initiatives to ensure that all BSC locations deliver world class and consistently effective Finance/HR processes that leverage scale and meet hosted agency requirements.
* Develop and drive a continuous improvement program to improve the efficiency and effectiveness of all BSC shared services centers.
* Design a multi-year operating model plan that aligns with the shared services strategy and target operating model.
* Make key decisions on integration and improvement of shared service including service delivery design, standardization in support of process, staff recruitment and selection in addition to infrastructure development.
* Work with IT leads to optimize technology solutions, reducing redundant systems while improving transaction accuracy and overall cost.
* Establish goals and pursue assignments that are related to higher-level, strategic long-term objectives.
* Review process requirements for and constantly seek to support OGS' strategic objectives.
* Align long-term strategies to achieve performance goals and evaluate performance against service and operating level agreements.
* Lead and champion performance dialogues throughout the BSC, from senior leader touch points to front line huddles.
* Identify and resolve critical roadblocks and mitigate risks.

Minimum Qualifications A bachelor's degree and at least nine (9) years of progressively responsible management experience in a complex organization. Management experience must include supervision of professional staff, oversight of multiple processes, internal and external communications, and strategic planning.
Substitutions: an additional four years of specialized experience, or associate's degree and two years of specialized experience may substitute for bachelor's degree; A master's degree or higher may substitute for an additional year of specialized experience.
