A Non-Merit vacancy exists in the Bureau of Animal Services, Department of Health and Human Services.
Non-Merit positions are not classified within the Baltimore County Government Classification and Compensation Plan.

Examples of Duties
Definition of Responsibility
Responsible for managing all aspects of the Baltimore County Animal Services volunteer program, including recruiting, interviewing, training, placing, and supervising volunteers, ensuring their skills and availability are matched to appropriate opportunities while maintaining accurate records and fostering positive volunteer relationships within the organization.
Examples of Essential Duties
* Provides clear and professional communication to community members seeking volunteer opportunities
* Under the direct supervision of the Chief and in collaboration with Shelter, Medical, and Field Supervisors, identifies specific volunteer positions, job descriptions, and qualifications to determine the number of specific volunteer positions needed.
* Promotes and recruits for volunteers on approved social media sources, during community events and through direct recruitment strategies. Responds to inquiries.
* Develops, administers, and reviews policies and procedures which guide the volunteer program and services, and reflect the overall values of the Animal Services program.
* Monitors and recommends updates to the volunteer (county) website to provide current and accurate program information.
* Creates organization and maintenance of volunteer records.
* Compiles statistics and prepares reports monthly regarding program activities.
* Develops and implements methods and strategies for recruitment, training, mentorship, and retention of volunteers.
* Reviews volunteer applications, interviews and screens potential volunteers, and determines appropriate placement.
* Designs, coordinates and conducts orientation and training programs.
* Creates program materials (applications, agreements, handbooks, job descriptions, orientation, training, newsletter, etc.)
* Establishes volunteer schedules, monitors attendance, supervises daily activities and addresses concern and issues of and from the volunteers.
* Provides assistance to the Events and Foster Coordinator regarding their supervision of volunteers. Partners with Medical and Shelter Supervisors on supervision of their volunteers.
* Provides direct supervision to the Assistant Events and Volunteer Coordinator.
Examples of Other Duties
* Attends monthly meetings for planning and reporting of program goals.
* Promotes Baltimore County Animal Services and Health Department programs within community groups, citizens, other agencies and other departments.
* Provides emergency response services as needed.
* Performs other related duties as required.
Qualifications
Required Qualifications
Possession of a high school diploma or an appropriate equivalent.
Plus
Two years of experience in recruitment and supervision of a volunteer team.
Preferred Experience
* Experience in open admission animal shelter, animal handling, or animal welfare.

* Knowledge of the principles and practices of public animal sheltering. Knowledge of animal shelter operations and animal control laws. Knowledge of County and departmental rules, regulations, policies, and procedures.

Licenses and Certificates
Possession of a validlicense equivalent to a noncommercial, class C Maryland driver's license is required at the time of appointment.
Proof of Licenses, Certifications and Education
Applicants are required to submit proof of licenses, certifications and education beyond high school to meet the required and preferredqualifications of the position. Diplomas or transcripts must show the applicant's major field of study. Copies and unofficial transcripts are acceptable.

Proof of Degree Equivalency

EXAMINATIONPROCEDURE
Applicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions. Applicants must state the dates and duties of past and present experience clearly and completely for evaluation purposes.
Conditions of Employment
Persons appointed to this classification work on a rotating schedule which includes weekends, holidays, and overtime. Employees are subject to call to duty.
Physical and Environmental Conditions
The work of this classification includes the performance of physical activities such as walking, standing, bending, stooping and carrying moderately heavy objects and animals.
Medical Examination and Employment Background Investigation
Applicants selected for an appointment to a position in Baltimore County must successfully complete a physical examination and drug screen and an employment background investigation, including, but not limited to a criminal background, education, and fingerprint check.
