Job Overview
The Sovereign Debt Forum (SDF) was launched in 2019 as a collaboration between the Institute of International Economic Law at Georgetown and the Centre for Commercial Law Studies (CCLS) at Queen Mary University of London (QMUL), with a three-part mission: to advance interdisciplinary legal research in sovereign debt, to serve as a platform for convening public debt stakeholders from government, market, civil society, and academic institutions around the world, and to support capacity building in public debt management, especially in low- and middle-income countries, countries facing debt distress, and those new to international borrowing and lending. SDF affiliates include leading academics and practitioners in the field of sovereign debt. The SDF Official Consultative Group comprises finance officials from around the world, who offer informal feedback on the policy aspects of SDF programming.
In November 2024, the SDF was awarded a grant for the pilot phase of a sovereign debt transparency project, #PublicDebtIsPublic (PDIP or the Project). The grant proposal was developed jointly with Georgetown's Massive Data Institute (MDI) and recent Law Center graduates who work in the field, and who will continue to support the Project as part of the Advisory Group. The SDF Fellow will lead a team of student researchers at the Law Center and CCLS, and will collaborate with the MDI, the Advisory Group, and key stakeholders to implement the pilot phase during 2025.
The SDF Fellow's primary responsibility will be to provide research, analytical, and organizational support for PDIP. This will entail working closely with the SDF Fellow's MDI counterparts and the SDF Program Associate to develop the Project, serving as the principal liaison with key stakeholders, relevant foundation officers, SDF affiliates and members of the Official Consultative Group, organizing PDIP-related convenings, and developing the PDIP work program throughout the pilot phase and beyond. The SDF Fellow will also work with the SDF Academic Co-Directors and Program Associate to support SDF programming other than the Project, such as the Eighth Sovereign Debt Research and Management Conference (DebtCon8), scheduled to take place at the Law Center in October 2025.
Work Interactions
This position will report directly to the SDF Academic Co-Director at the Law Center, and will work in close coordination with the MDI and the SDF Academic Co-Director at QMUL, as well as the Advisory Group and other SDF stakeholders and associates. The SDF Fellow will lead a team of 2-5 student research assistants implementing the pilot phase of PDIP. The SDF Fellow will engage with other parts of the Law Center and the University, as needed to implement the Project. The SDF Fellow will be the principal point of contact for PDIP with outside stakeholders, including sovereign debt experts and practitioners, government officials, civil society organizations, and market participants.

Requirements and Qualifications
A JD and a Bachelor's degree in economics, political science, and/or related social science discipline required; graduate training in economics and/or political science, law practice, and management experience strongly preferred. The position requires outstanding analytical, written and verbal communication, and organizational skills; a collaborative attitude, and an ability to adapt to the challenges of an ambitious start-up. It calls for exceptional judgment and discretion suited to working with law students, external funders, civil society activists, market participants, and senior international officials alike.
