Summary The position is located in the Department of Treasury, Departmental Offices, Assistant Secretary for Management and Chief Financial Officer, Treasury Operations, Business Services, Administrative Services Branch. The incumbent serves as the Contract Administration Lead and reports directly to the Branch Head, ASB. Duties As a Lead Management Analyst (Contract Administration Team Lead), you will: * Support and facilitate procurement and contracting actions on behalf of Treasury Operations entities by performing those activities that do not require subject-matter-expertise, providing contract administration services, analytical services, staff expertise, program support, advisory services. * Plan and schedule all workload requirements. Distribute work to subordinate team members in an equitable and efficient manner. * Lead and participate in projects and team study work that analyzes and evaluates the management practices and methods, and administrative operations of internal and external customers of Treasury Operations, Departmental Offices and other Treasury Bureaus. Identifies best practices and advises organizational leadership on how they could be adopted throughout the organization. * Identify and analyze issues, problems, and challenges facing the organization; formulates and evaluates possible courses of action for resolving them; draws conclusions based on relevant facts; and recommends solutions to organizational leadership. Problems and issues addressed involve such complex matters as efficiency and effectiveness in organizational design; overlaps in management support services and/or the need for consolidated functions; or developing or modifying procedures for carrying out managerial or administrative functions. * Provide expert analysis and evaluation of work processes and policies, management practices and work operations taking into full consideration complex legislative, programmatic and management issues and problems. Design and conduct time sensitive analytical and evaluative studies of administrative management systems, work simplification, resource utilization, and decision-making studies. Devise analytical approach for the conduct of such studies, formulates methodology and evaluates alternative courses of action. Prepares comprehensive reports of findings and recommendations considering such factors as actual accomplishments versus established goals, adequacy of existing versus new programs, and costs incurred in the conduct of the program. Develop implementation plans with milestones, timetables, audit trails, and evaluation procedures. Conduct data gathering using techniques such as quantitative analysis, surveys, interviews, research, etc., to justify proposals. Requirements Conditions of Employment Key Requirements: * Must be U.S. Citizen or U.S. National. * A one-year probationary period may be required. * Must successfully complete a background investigation. * Public Trust - Background Investigation will be required. * All new hires will be required to comply with federal ethics laws. Qualifications You must meet the following requirements within 30 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Specialized experience for the GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes ALL of the following: * Performing procurement and contracting administration services duties; AND * Performing project management or process improvement activities; AND * Experience with government purchase card management, accounting, and internal controls; AND * Experience in personnel supervision, such as performance management and staff training functions. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resumé. TIME-IN-GRADE: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13, you must have been at the GS-12 level for 52 weeks. TIME AFTER COMPETITIVE APPOINTMENT: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
