The September 11th Victim Compensation Fund (“VCF”) has requirements for one (1) registered nurse to serve on the Claim Review Team and Private Physician (“PP”) sub-team. Our goal is to have the selected candidate begin as quickly as possible, preferably before August 30, 2024. Vendors must commit to being able to get the selected candidate through the recruitment and security process with this timeframe in mind.
The VCF provides compensation to individuals (or a personal representative of a deceased individual) who were present at the World Trade Center or the surrounding New York City Exposure Zone; the Pentagon crash site; and the Shanksville, Pennsylvania crash site, at some point between September 11, 2001, and May 30, 2002, and who have since been diagnosed with a 9/11-related illness. The PP sub-team works closely with the World Trade Center (“WTC”) Health Program to determine whether an individual’s medical condition(s) can be certified as eligible for compensation from the VCF in accordance with WTC Health Program guidelines. The PP sub-team is also responsible for providing medical expertise regarding the severity of an individual’s 9/11-related medical condition(s) and answering medical questions from VCF legal staff.
Responsibilities and Duties
- Serves as a VCF Subject Matter Expert (“SME”) on medical-related questions raised by the Claim Review and Appeals teams (DOJ and contractor attorneys) and the Special Master.
- Reviews medical records, documents findings using applicable forms, and recommends conditions for verification by the WTC Health Program following specific WTC Health Program guidelines and instructions.
- May support the appeals process either through review of medical information submitted as part of the pre-appeal materials, through participation in hearings, or by providing expertise to the team as they draft the post-appeal recommendation for the Special Master’s review.
- Reviews medical records for identified claims to assess the severity of the claimant's physical health conditions, as evidenced in the records. Supports claim review in evaluating severity for non-economic loss awards; evaluating disabling conditions and the percentage attributable to the eligible condition; determining if conditions with different names are the same condition; and providing expertise to the team pertinent to clinical experience.
- Able to work independently to achieve performance standards in a hybrid work environment and reports to the VCF offices in Washington, DC per approved telework schedule, with additional days in-office as needed for trainings and meetings.
Qualifications
- Must be a Licensed Medical Professional with an active license.
- Bachelor of Science in Nursing with an active license.
- Five years recent Nursing/Case Management/Utilization Review or Legal Nurse Consulting experience
- Must be able to obtain and maintain MRPT facility credentials/authorization. Note: US Citizenship is required for MRPT facility credentials/authorization at this work location.
- Background in pulmonary and/or oncology specialties preferred
Note: This position is not intended for a nurse-attorney. The position will focus on PP review and medical-related opinion or advice. The successful candidate will not perform legal duties.
