General Statement of Duties
This employee supports the Water Works Department in the efforts to provide essential customer services. Employee assists in the directing and supervising the efforts of Water Customer Service Representatives and other staff; participates as a senior staff member for the department, and provides highly responsible administrative assistance to department management staff. Performs related duties as required.
Minimum Qualifications (KSAs)

Knowledge of:
Principles and practices of customer service.
Principles of cross connection control.
Principles of water meter sizing, performance, and applicability.
English usage, spelling, grammar, and punctuation.
Principles of supervision, training, and performance evaluation.
City Human Resources Policies and Procedures, Civil Service Rules.
Union contracts; grievance procedures.
Principles and practices of relevant city and state governing bodies.
Effective techniques for employee supervision and motivation.
Fiscal management and basic accounting procedures and practices.
Municipal purchasing processes.
Basic municipal budgeting procedures.
Water Works programs and services.
Water Works Rules, Regulations, and Policies
Skill to:
Use computerized/electronic equipment.
Use desktop, laptop, or mobile computer and related software applications.
Operate assigned vehicle.
Ability to:
Interpret and apply all departmental and divisional policies and procedures.
Analyze problems, identify alternative solutions, projects consequences of proposed actions, recommends and carries out solutions.
Plan work processes and procedures for self and others to follow.
Maintain a balanced fund; complete projects within budget requirements.
Show appropriate assertiveness and tact with colleagues and the general public.
Establish and maintain effective working relationships with those contacted in the course of work including coworkers, contractors, City officials, and the general public.
Evaluate programs and personnel.
Prepare clear and concise reports.
Communicate clearly and concisely, both orally and in writing.
Train, supervise, and evaluate assigned staff and their work.
Required Education and Experience
Each applicant must have four years of experience in utility operations or maintenance and customer service experience, including at least two years of experience managing or leading a team in completing such work.
Substitutions Allowed (up to two years)
* Up to two years of experience for an Associate's degree or 60 semester credit hours (at the rate of 30 semester credit hours per year).
* One year of experience for a Backflow Certification from the Ohio Environmental Protection Agency
OTHER REQUIREMENTS
Must have a valid Driver's License.
Must pass a security clearance.
May be required to work irregular hours and be on-call.
Must acquire and maintain Backflow Certification from the Ohio Environmental Protection Agency (OEPA) during the probationary period.
MILITARY EDUCATION & EXPERIENCE EVALUATION
Military education and experience may be substituted for college level course work at the lower and upper division baccalaureate and graduate levels and apprenticeship training at the vocational certificate level on a case by case basis based on the American Council on Education (ACE) Military Guide recommendations.
Working and Physical Conditions
Environmental Conditions: Indoor and outdoor environments; exposure to extremes in weather conditions; exposure to office computer screens.
Physical Conditions: Duties require maintaining physical condition necessary for sitting, standing and/or walking for prolonged periods of time; must be able to operate assigned vehicle.
