The Associate Director of Facilities- Building Systems Management is an integral team member responsible for planning, policy and results for the maintenance and repair and renewal of all building systems. They provide the leadership necessary to achieve the efficient and effective operation, maintenance, and use of all college facilities. The Associate Director has responsibility for construction and renovations to existing facilities, and their systems as assigned.  The Associate Director of Facilities- Building Systems Management maintains visibility and credibility throughout the College and the community and serves as leader to the College community. The Associate Director provides leadership and direction in personnel areas, with an emphasis on efficient operation and maintenance of all structural, mechanical, electrical, plumbing, lighting, closed loop, and waste water systems of the College, and any facility or space that the College may rent to serve its mission. This position provides research and support on strategic planning, policy formulation, budgetary decisions, and problem solving.   * The Associate Director provides leadership, supervision of and delegation of responsibilities to the Facilities Staff, which includes personnel covered under the Educational Support Personnel Union. This includes, but is not limited to performance evaluations, hiring/onboarding, time off request, training. * Responsible for the management and expansion of the campus's Building Management System (BMS) to both conserve energy use and provide for the operational needs of the College.  * Executes and evaluates the department's system of internal controls to provide reasonable assurance that the college maintenance operations are effectively supported and efficient and that they also comply with applicable local, state and federal laws, rules, regulations, policies and procedures.   * Maintains and supports all preventive maintenance contracts and duties associated with the operations of the college's buildings in their entirety and their mechanical systems * Budgetary authority includes responsibility for managing a budget to support the areas of maintenance and repair, services, maintenance contracts, and other professional services. May assist with development of College operating and capital budgets.   * Creates technical specifications for lease or purchase of materials, equipment and services required to maintain, upgrade and expand the College facilities such as the structural, electrical, mechanical, plumbing and waste water systems. * Uses accepted engineering and building code practices to review and provide comments on project plans and specifications that will minimize the College's exposure to cost overruns and time delays. * Maintains the efficient and safe operations of the colleges building systems. including, cooling towers, chillers, boilers, geothermal systems, forced air systems, water heaters, refrigeration and closed loop systems.   * Ensures all lighting control systems are efficient and operating in accordance with energy code, building and athletic field schedules.  * Monitors the electric and gas consumption and recommends measures to reduce energy use and costs that are feasible and provide a reasonable return on investment. Negotiates the purchase of electricity and gas with local suppliers, consortia or energy services companies. * Responsible to ensure campus elevators and lifts are in safe and complaint working order and will timely address bi-annual inspection deficiencies. * Enforces federal/state/ local regulations governing environmental protection, hazardous waste disposal of all building materials, including, lead paint, PCB, Glycols, and Asbestos  * Assist State/Local agencies with Facilities inspections to insure code compliance; directs life/safety inspections on all Emergency exiting devices, Ansul systems, kitchen hood cleanings * Ensures operation of the college's door hardware access and hardware systems * Responsibility for managing the colleges established waste water management systems, including pumps, grinders, ejectors, grease traps and forced systems * Responsibility for implementing and managing the college-wide work order system * Ensures that campus laboratory equipment is in safe operating order, including fume & strobic exhaust systems, compressed air and vacuum systems, and neutralizing drain functions.  * Ensures efficient use of material resources by assessment of department needs, development of budget recommendations and management of the department within the budgetary constraints imposed by the College. * Manages contracts to maintain operation of all campus standby generators and their fuel systems, diesel, liquid petroleum, and natural gas.  * Recommends, inspects and evaluates the work of building services crews and independent contractors; keeps appropriate records, submits timely reports and takes appropriate actions when necessary. * Provide planning, cost estimating and scheduling of in-house construction, installation, renovation, and maintenance and repair projects. * Has delegated authority/responsibility to formulate, approve and implement policies within departmental responsibilities.  Authority to grant policy exceptions.  Represents the facilities department or subdivisions on cross-functional policy development. * Must be available for emergency call in and/or dissemination of staff for facilities emergency response. * Other duties as assigned by the President. Experience as a general contractor involving a full range of construction work including electrical and plumbing experience, at least two years of which must have included supervision of workers engaged in construction, repair or maintenance of large commercial buildings. Experience in building maintenance and repair involving a large building or complex with full responsibility for all construction, maintenance and repair activities, at least two years of which must have included supervisory planning and coordinating duties; or any equivalent combination of experience as defined above.Associate's degree required; preferred in Mechanical, Engineering, Electrical, or Construction    Years of Experience 3 - 5 years of experience related to facilities management (educational building experience preferred), two years of which must have included supervisory duties and planning and coordination of work.   Working Conditions and Physical Requirements Typical facilities management environment.   Majority of work is performed at a desk, daily use of computer and telephone, good hand and eye coordination, occasional travel between facility locations or travel for conferences.
