The Commander of Training and Development holds the rank of Lieutenant, oversees and coordinates all training an employee must obtain and supervises the Training Coordinator.  Performs duties under the direct supervision of the Director of Standards, Training and Community Relations and is accountable for use of delegated authority.  Pursuant to §53.1-29 the Code of Virginia and Department of Criminal Justice Services (DCJS) and the Hampton Sheriff's Office, the incumbent must qualify to carry and use firearms.  Pursuant to §15.2-1603 of the Code of Virginia incumbent is appointed at-will and serves at the pleasure of the Sheriff.   * Demonstrates a positive attitude and progressive actions through the display of professionalism, courtesy and appropriate tact and discretion in all interactions with other employees and with the public * Identifies training and development needs within the agency through job analysis, appraisals and regular consultation with managers and Human Resources * Assists with the preparation of the annual budget  * Plans training modules by developing programs based on budgetary restraints   * Trains, mentors, coaches, provides guidance and evaluates assigned staff * Reviews progress and directs changes as needed * Conducts periodic and annual employee performance evaluations and counseling sessions * Keeps up to date with developments in training by reading relevant journals, attends training seminars, meetings, workshops, conferences and schools to maintain required certifications * Monitors compliance of new and current policies, regulations, laws and procedures as required * Designs, organizes and implement various in-service training programs based on departmental needs * Oversees the Field Training Program * Helps the trainers solve training problems, either on a one-on-one basis or as a group * Oversees the training and evaluations of Field Training Officers * Maintains personal certifications and ensures proper certifications and training for all HSO Instructors * Develops and reviews HSO lesson plans and FTO modules * Develops instructional programs * Has an understanding of e-learning techniques, being involved in the creation and/or delivery of an e-learning package * Develops up to date firearms training program utilizing proven methods and techniques * Directs basic firearm training for new deputies * Supervises deputies working in the capacity of firearms instructors * Ensures all employees are current on training statutory requirements (i.e. DCJS) * Makes suggestions on changes in the Policy and Procedure manual that is directly connected with the use and safety of firearms * Makes recommendations for purchase of various training aids such as films, video equipment, books, etc., within budgetary guidelines * Composes and edits correspondence, reports, memorandums, proposals, recommendations, and other documents * Performs as an instructor for various classes * Provides necessary documents for inspections and accreditations * Provides information to new applicants at the Orientation Information meetings * Provides information during job fairs and orientations as it relates to HSO and training * Attends meetings with the Virginia Association of Criminal Justice Trainers in reference to DCJS standards and TREX documentation * Assists with practical training at the Academy * Oversees Pre-Academy Training * Coordinates and assists with all in-house annual and orientation training * Researches new technologies to include equipment and methodologies of workplace learning * Provides the annual written analysis of training and development * Schedules travel and accommodations for selected training * Responsible for conducting vehicle inspections and reporting deficiencies * Adheres to all policies, procedures, guidelines and directives of the office on an ongoing basis * Is dependable and meets acceptable attendance requirements at all times * Protects confidential information by preventing unauthorized release, both verbal and/or writing * Disseminates information as it is given by the Department's Administration * Completes the Job Performance Evaluations on all deputies as required by policy * When applicable, commend and/or follow disciplinary actions for all deputy sheriffs * Performs any other tasks as required * Must possess a thorough knowledge of Sheriff's Office policies and procedures * Must possess knowledge of employee training and development * Must possess writing skills to compose reports, training manuals, recommendations, etc * Ability to remain professional in appearance and conduct. * Working knowledge of all aspects of the Sheriff's Office operations * Ability to establish and maintain effective working relationships with coworker, supervisors, other agencies and the general public * Knowledge of use of force techniques and ability to use force when applicable * Appropriate use of firearms and other facility issued or approved equipment * Ability to skillfully and safely use firearms and other facility issued or approved equipment * Ability to read and comprehend laws, ordinances and orders * Maintain composure under adverse conditions such as public harassment, critical injuries, and death * Establish and maintain effective working relationships with other employees, officials and citizens from a variety of racial, ethnic and economic backgrounds * Present evidence in court effectively; skillful in observation and remembering details  * Interpret and explain policies and procedures * Act rationally and calm under stressful situations * Utilize good public relations skills * Use good leadership skills * Prioritize tasks * Properly operate authorized city vehicles and equipment * Analyze situations quickly and objectively and determine proper cause of action * Understand legal rights of inmates, maintain inmates safety and security * Supervise emergency situations and maintain control of inmate population * Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals * Appropriately subdue resisting individuals * Perform life-saving and rescue procedures * Make sound decisions * Give and follow commands, following through when needed EDUCATION AND EXPERIENCE  High School diploma or GED certificate ENVIRONMENTAL HAZARDS  The job may risk exposure to extreme heat and/or cold, wet or humid conditions, noise, fumes, odors, moving machinery, electrical shock, traffic and toxic or caustic chemicals. Risk of exposure to bio-hazard communicable diseases and bodily fluids. PHYSICAL AND DEXTERITY REQUIREMENTS  Must have the capability to hear, speak and see to communicate with the general public. Must have the strength and ability to apprehend, subdue and restrain criminal offenders. Physical exertion may be required to climb stairs and over walls, run, bend, twist, reach, crawl through tight spaces, kneel in confined areas; sit for prolonged periods of time; move/push/pull or lift heavy objects exceeding 50 lbs.; Subject to 24-hour call back for emergencies. Requires annual physical and physical agility test. Requires operation of firearm and standard office equipment.
