Primary Purpose of the Position: The primary purpose of this position is the effective management of the general accounting, cash management, accounts receivable, accounts payable, payroll, fixed assets, and financial reporting areas of the Controller's Office in accordance with policies and procedures set forth by the Office of the State Controller, Office of State Budget and Management, Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB), and various other State and Federal regulatory agencies. The position supervises four direct reports and two indirect reports and performing month-end closeout in a timely and accurate manner; and is responsible for managing vacancies in any of the above positions to minimize the impact on the operations. The Department of Insurance is a diverse and complex organization with many unique and specialized operations and programs. Accounting records for the agency are maintained in several different budget codes and numerous sub-funds and programs. Moreover, financial transactions must be properly and accurately processed in compliance with NCFS requirements, state and federal requirements, and generally accepted accounting principles. This position also serves as the Internal Control Officer of the agency. As the Internal Control Officer, this position is responsible for performing EAGLE risk assessments of the agency's financial statements each year and identifying the financial and compliance areas and programs that are considered high risk, documents processes and procedures, identifies controls to test, develops test plans, performs the test work, documents conclusions, and makes recommendations to management. The Financial Manager will also be responsible for preparing various financial reports, including preparation of the Annual Comprehensive Financial Report (ACFR) and the Single Audit Report.    Incentives of NC State Employment: We value our employees and offer a wide variety of competitive and family-friendly benefits. Bachelor's degree in accounting, or a degree in business administration, finance, public administration, or a related discipline from an appropriately accredited institution with 18 semester hours of accounting coursework; and five years of professional accounting/auditing experience in the preparation of interpretive or analytical accounting, financial statements and reports; or equivalent combination of education and experience.For consideration for this vacancy, all applicants must complete an on-line application using the "APPLY" button above.
